When the news came a few months since that a reactionary movement in regard to education in Japan had set in, the friends of education in the United States were appre- hensive that it was bat preliminary to the abolish ment of the comparatively liberal sys- tem which the Japanese government was | duced to adopt some years sine the earn- est request of the friends of progress both na- tiveand foreign. American educators felt es- pecial solicitude in regard to the matier, since they bave tal deep interest In the re- m ne educational system e of them have been emp work. Tue educa- tional a f that empire for years made a study of the J system of instruction, and have many of its most desirable f foreign superintendent of educatio.al affairs in Japan, Dr. David Murray, is an Amert- can, while certain supplied with American teachers. entire! tion in Japan ne satisfactory that the res ult has been so nse of educa- ned a large number Of warm friends among the progressives Of the empire. Late authentle advices re- ceived by the United States Commissioner of Edueation are, however, calculated to correct the impression made by the | Intelligence of a few months ago. It ap- | pears that in January last the elucs tional appropriation was diminished, whcre upon the department of educational affairs at once began to cast about for ways in which to bring tts expenses within the reduced ap- | propriation. There were nineteen schools of #@ higher character in the empire, which tn- cluded the University of Tokio, the medical college of Tokio, and a number of lish Janguage and normal schools—all of which ‘were mainly supported by government. When the crisis came it was determined to maintain all the schools by exercising uau- sual economy in their wiministration; to consolidate when practicable, asin the case Of the Tokio female normal school and girls’ School, and in some cases to transfer as far B+ possible to the local governments the sup- Port of some of these schools. Fewer for- eign teachers will be employed and the ap- Pliances of education will be less liberally provided; but the friends of education regard this curtailment as much better than utter | ABE POWERFUL | tion ard abandonment. It has beena gratifying cir- cumstance that the local communities are unwilling to lose the schools whi have been opened, and co-operate heartily with the local governments in arrangements for their continuance. As the resources of the empire are likely to be restricted for some time to come, it is possible that some modification Of the educational! scheme may be necessary, but the friends of etucation both in Japan and in this country are assured thatthe more important features of the present system will be retained. —-202- Postmaster General Key has laid h'mself open again.
