The Richmond Dispatch of yesterday has a leading editorial article under the title of Washington City, in which, after referring fomewhat at length to the relations which existed between President Grant's adminis- tration and the late District government, it proceeds to make the following just remarks in regard to the present and future of Wash- ington “But we mean now not to go farther into the moral view of Shepherd's administra- tion, but only to call tion to the great improvement in the grades and a of the city of Washington. They are in favor of levying a tax of $100 on every Chinaman landing in America, the proceeds of the tax to be usa in paying the passage back to China of such Chinamen as desire to return. They very considerately attribute the abuse of their countrymen to the foreign element, and ignore the fact that under our treaty with China we are bound to extend them pro- tection from the violence of all classe: While the evils of Chinese immigration are admitted it is doubtful whether any such measure as that suggested by the committee of Chinamen waiting on Senator Morton Will pass Congress for some time to come owing to the opposition of members this side the Rocky Mountain, who do not fully realize the evils of the immiigration in ques- tion. The National Educational association Meets in Louisville this week for a three days’ session, during which a variety of subjects on educational topics will be dis- cussed by prominent educators. Since its organization the association has been in- strumental in doing much good to the cause Of education. Various schemes of education have been discussed and contrasted, and the result has been the adoption of improved systems and the general enhancement of the interest felt in the work of educating the people. The association has a large mem- bership, divided between all sections of the country. —————_-<+e -—___ Notwithstanding the late disaster to a por- Uon of his command, General Howard’s dis- patches are as exuberant in tone as when he frst put on his war paint and took up Chief Joseph's trail. In his late dispatch he says General Gibbon inflicted great losses upon the Indians, and that his command is in the best of spirits.
