John Gibbon, whose command was recently so badly defeated by the Nez Perees im Montana, was a major general of yolun- teers in the Army of the Potomac during the ¢etvil war, and On several occasions com- manded the second army corps. His stand- ing as a skillful officer is very high, and it was perhaps @ fortunate circumstance that he was in command of that handfal of men 80 roughly handled by Chief Joseph and his Warriors, since under a less experienced sol- dier the probability is that they would all bave shared the Custer and his men in the va f the Little Big Horn. But what surprises the unmilitary reader is that jeneral Howard should so divide his force detail by his enex H nce wh has fully de- monstrated the folly of this kind of tactics in fighting the Nez Perces. It seems to | the plan of Chief Joseph to fall upon every detachment out of supporting distance, and in every case thus far hehas achieved a signal victory over our forces. General Gibbon has jaid himself open to the charge of rashness in attacking with but a, ineluding of- ers, a force of well armed and comparative- ly well disciplined Indians, numbering at the lowest estimate 40 warriors. Time was when one efficient company of cavalry could put five hundred warriors to flight, but that Was at a period when the Indians were poorly armed and unacquainted with the tactics of ¢ivilized warfare. The Nez Perces are well armed, and have passed from the hunting to the pastoral stage of civilization. Accord- ing to report, they have frequently intrench- ed themselves after the manner of the whites, and shown considerable familiarity with the Principles of military science. Gen. Howard undoubtedly means well, but he has failed So signally thus far that if the government desires to consult its own Interests it will at Once relieve him, and place in command Some experienced Indian campaigner like General Crook. General Sully, or half a dozen other officers that might be named. General McClellan, it is said, bas prepared an article for publication in a leading magza- zine demonstrating by means of tistles thatasum greater than the expense of an inereased military establishment has b2en paid annually for the transportation of men and military stores. We have no doubt the Preposition is susceptible of proof. The transportation of men and stores during the inte strikes was an expensive thing for Uacie Sam. He was firmly impressed with the conviction that in case the democrats get control of the government the south will de- mand indemnity for loss of property, in- cluding slaves, during the rebellion, and that they will demand that all confederate soldiers be pensioned the same as persons who served in the Union army. The Senator may be very far-seeing, but it will require more than bis simple assertion to make inost people believe that his forebodings are well-founded. And, by the way, it would be interesting to know how the Indiana Senator Feconciles his support of President Grant in Sustaining Governors Packard and Cham- berlain up to the ith of March last, and his endorsement of President Hayes’ course in ousting them soon after the date mentioned. Asa Senator and as one of the members of the Electoral Commission, he made many elaborate speeches in support of the claims of Packard and Chamberlain.
