Everybody is curious to hear what the convention will say about the Pres- ident’s southern policy and his scheme of Civil service refor.n, but the impression pre- ‘Valls that the declarations of the couvention Will make no specific mention of either of these subjects. In the face of the undeniable fact that the people generally are quite con- tent with the President's course, it is doubdt- ful whether any one will have the temerity to propose to formally put the republicans of Maine In the attitude of opposing it. Late advices from Augusta say it is was the pur- pose @ month or more ago to introduce a res- olution censuring the “southern policy,” but this idea has undoubtedly been aban- doned. On the contrary the President has many strong supporters among the delegates, and it is possible some of them may Insist upon testing the sense of the convention by @ resolution indorsing the President, in which case @ scene may be expected. It is even hinted that if such a resolution is put before the convention Mr. Blaine will seize the occasion to make a fierce attack upon the President. Governor Connor, it is under- stool, will be renominated by acclamation The democratic convention meets next week. Among the democratic aspirants for the gubernatorial nomination are Samuel J. Anderson, of Portland; Charles Roberts, of Bangor; Joseph Titcomb, of Kenne. bunk, and Bion Braibury, of Portland. | The democrats will probably have a plank in their platform opposing the Maine liquor law, but there are no indications that they Will gain much strength by this arse, as the liquor law is sustained by a considerable portion of the democratic party. The green- backers will also make a display of strength | in the election, but it is not thought that they Will poll more than from 600 to 800 yotes; and, altogether. it does not seem likely that very ferious inroads will be made upon Connor's 14,000 majority of last year. -2e-- — Germany continues to lead Ireland in sending emigrants to the United States, and last month England led her by several hun- dred. Of 6, immigrants landing in New York last week Germany sent 1,522; England, 1,238, Ireland, 6; and Austria the re- mainder coming from other foreign coun- tries. — General's opinion that it 1s improper for Cabinet officers to disclose the bames of persons recommending parties for Office, does not meet with very general favor. Cabinet officers are quite as Mable to be im- posed upon by unworthy persons as ordinary individuals. It has become the eustom of late to decline to give the names of persons appointed to clerkships in the different exec- Utive departments, for the reason that such snbnouncements greatly increase the number Of applicants for office, and give the heads of departments much annoyance. It is doubt- less vexatious to be bored dally by crowds of hungry office-seekers, but after all that is one of the duties the sovereign people pay their public servants to perform, and they ought to perform It uncompiainingly, or make room for other patriots who will glad- ly take their places, with all their cares and burdens. The names of al! persons ap- Pointed to office should be made public, and no secret should be made of the inf ences through which the'r appointments are brought about. Lastances occasionally o2 curring where improper persons secure ap- pointments, and are dismissed when their true characters are discovered, show that the good of the public service demands that there shall be no concealment. —_—__-<e2- -—___ General Campos, an experienced soldier, plainly tells the Spanish government that he must have 50,00 more troops to suppress the rebellion in Cuba. He further tells the home government that if these troops are not fur- nished the island might as well be aban- dened. This is the same invincible General Campos who was expected to “crush out the rebellion pas muinety days.” —-20e- The V! irgt ia democrats hold a convention in Richmond to-morrow to nominate a can- didate for governor. The leading candidates are General William Mahone and Major John W. Daniel, while Halliday, Taliaferro and Fitzhugh Lee have a eonsiderable num- ber of friends. A correspondent in Rich- mond, looking over the field, says that Matone will probably go into the conven- tion as the leading candidate, but will have rest's Reli AT ‘Won’ POIN’ Timo. 2 Man ¢ and Wile, 3 Tie Si 24 It is Never 25 ‘The Castie's Heir. The saving to the government by this change would be very considerable, since it is well known that thousands of postmasters who are store- keepers pay for their goo'ls to a great extent ‘With postage stamps to be used outside the delivery of their offices, on which stamps they are allowed by the government a profit of from forty to sixty per cent.
