The New sca seannt the North le The schooner Florence, Captain Tyson, has at last lifted anchor and departed for the Borthern seas. The expedition tobe made by Captain Tyson will be comparatively use- less unless it is followed by another next year. Captsin Howgate, of the United States Signal Service, seems to be quite sanguine that another expedition, to be authorized by Congress, or to be sent out by private indi- viduals of wealth, will follow next year; at apy rate everything thus far done has ap- parently been based on this expectation. The Florence expects to arrive at Camberland Island, a large body of land lying west of Davis’ Strait, and bisected by the Arctic circle, on or about the 25th inst. She will cruise therefrom for whales until the cold feason sets in, when her crew will go into Winter quarters, naming their temporary Settlement the Howgate Polarcolony. Capt. Tyson's duties will be toengage as soor possible after his arrival at the island, at least a dozen Esquimau families, who, by Jong and actual residence in the Arctic re- gion, are inured tothe hardships and discom- forts of a northern winter; secure a hundred or more dogs, @ quantity of native sledges and material for clotaing, in the construc- tion of which the native women will be ex ployed during the winter. In July, 175, Captain Howgate expects to sail in com. mand of the main expedition, touching at Disco about August. He will there be joined by Tyson and his crew, who Will bring with them the supplies gathered through the winter, and the expetition will then proceed northward on another search for the Pole. The plan of Captain Howgate seems to be to colonize a party as near the Pole as possible and inure them to the rigors Of an arctic winter, and subseq: uently, when aN auspicious season occurs, topush forwart and try to reach his objective point, the North Pole. Captain Hall and some other explorers adopted the plan, after leaving the vessel in some safe harbor, of making long journeys hy sledges and boats towards the north, and im this way succeeded in reaching extraordinary latitudes. By means of sledges Captain Hall reached latitude 82° 16°. Cap- tain Parry in 1s went still further, attain- ing ®° & ind Dr. Kane got as far to the north as «2 Captain Howgate proposes to push as far northward with his vessel as fafety will warrant, and then go forward by means of slecges drawn by trained Esqui- Maux degs. So many expeditions of the Kind proposed have proved comparative failures that many people will be iner=iu- lous as to the success of the Howegate enter- Prise. It must be admitted, however, that every new expedition has the benefit of the experience of all former Arctic navigators, Which is invaluable, since tt ought to enable future explorers to avoid many of the obsta- cles encountered in the past and possibly to Teach a higher latitude than any ever at- tained. —_—__-+<-+- —____ The experiment of slaughtering cattle by means of dynamite was recently tried at Dudley, England, with marke! success. Small charges of dynamite were fastened on the foreheads of the animals, and exploded by an electric shock. The animais, two dis- abled horses and a donkey, were instantly Killed by the explosion, suffering acompara- lively painless death. -see- The atiention of the Board of Health is called to the disagreeable odor which comes from the boiling asphelt at the works on 1th street, below Louisiana avenue. People liv- ing In the vicinity are obliged to shut down their windows, and even in remot parts of the city the smell is almost unbearable. People suffering with asthma are very much ‘fected. This matter should be attended to. [Nation. It is of no use to appeal to the Board of Health. That remarkable body holds that the smell is not detrimental to health, and therefore they have nothing to do with the matter. This is different ground from that taken by the board on the night-soil busi- ness. They found weighty reasons for the conclusion that every gtom of uight-soil must be deodorized before removal, and by the peculiar process patented by the OJorless Company, in which two of the members of the board were stockholders. Cannot some- body invent a poultice pavement deodorizer— aud present the two “business” members of the Board of Health with $10,000 apiece of the Block? ——— It is reported that Gea. Peter Bacon will be appointed to fill a vgcancy in the police board, caused by a resignation. We do not often go out of our way io recommend indi- ‘Viduals whose names are suggested for posi- Gons of this kind, but have no hesitation in Saying in this case that probably no man in Washington could be counted upon to per- form the duties of police commissioner more conscientiously and efficiently than Gen. Bacon. He is generally known, and as generally respected. — The Russians hada Pretty severe check at Plevna, but as their loss there, heavy as it Was, will probably not exceed, in killed and disabled, twenty thousand men, and as they have yet some 20,000 fighting men south of the Danube, a little sktllfal generaisnip in concentrating this badly-scattered force will able them to make head again in the airection of Constantinople. To be sure the Turks, by a little activity in following up their success, might gain another victory be- fore the concentration of the Russians was achieved, but they seem to be content to do their Oxbtirg behind entrenchments, and will probably allow their adversaries time to mass theirdetached forces for a new at- iack upen Plevna in overwhelming numbers. One great point has, however, been gained by the Turks, and that ts the matter of time; and it is evident that many more delays will bring the Russian campaign toa profit- less end, and extend the duration of the war indefinitely. ——_—_—_~+ee-_____ if our Schuetzenfest friends will take a Word of advice they will refrain from flaunt- ing the red rag in the face of the religious community of Washington as they did last night (Sunday) by illuminating their picto- Fial and mottoed advertising arch at the con- spicuous corner of 7th sireet and Peansylva- nia avenue. A great many people who are Bot bigots on the lager question, do object to this sort of bravado egainst the opinions of those who believe in the proper obse:van e of the Christian Sabbath. ‘The Chesapeake and Ohio canal, now blockaded for two months by striking boat- men, will be opened by the military if all Fr means prove insuffictent to induce the will poritively be salt FIRST COST. ae M.
