In estimating the serious nature of this blow to the Russians, it must be remem- bered that by it their main army of invasion has been crippled for the time. The Russian @rmy which crossed the Danube at Simnitza bad captured Nicopolis, and Sistova,on the river, and occupied the Yantra valley up to and through the Balkans, including Biela and Tirnova; and Gen. Gourko'’s advance column had even passed the Balkans to Eski-Sozra,on the south side, threatening Adrianople. The left wing of this army of in- vasion undertook, at the same, toextend itself sufficiently to envelop and besiege the fort. resses of Rustchuck and Shumla. By this extension on its left, and by losses in the fighting at Nicopolis. the main army of ad- vance was reduced to 49,000 men. Osman Pasha, with more geéneralship and energy than the Turkish generals bave heretofore displayed, planted himself at Plevna, ® sort of Gettysburg battle position, and concen- trated there a force of 50,000 men, thus out- numbering the Russian force before him, as Well as compelling them to attack him, with all the advantages of position in his favor. With all these advantages the Russians very nearly overpowered him by their bravery and stubborn persistence. The Russians must now captore Plevna at all bazards, for prestige as well as position, and they will doubtless concentrate a force sufficient to make the next attack under less Cisadvantageous circumsta: cess is calculated, no doubt, to give the Turks great encouragement, but it remains to be demonstrated that they can cope with the Russians in the open field, and where the latter have a superiority in numbers. Notwithstanding the bad treatment ac- corded Chinamenu by the San Francisco hoodlums, the immigration of Celestiats still continues, several thousand having landed in the city named within a few days. Work- ing for what white laborers regard as starva- tion wages, these degraded people seem quite content to submit to all manner of abuse, in View of the prospect of hoarding up a suffl- cient sum of money to keep them comfort- ably in their own country, to which they all expect to ultimately return. Referring to the Ohio repablican platform the Boston Globe says “the resolution about the strikes !s chiefly buncombe, and the Na- tional Bureau of Industry is a chimera, but the suggestion about extending the national authority over raflways is worth thinking about. Those lines of transportation which extend from State to State are intimately connected with internal commerce, which Congress has the power to regulate, and there a@re manifest disadvantages in their being subject to different d often inconsistent laws and regulations. The Proposition re- garding arbitrations between employers and employes is to be commended without quali- fication. As reganis the idea of a National Bureau Of Industry being chimerical, we know that the project of enlarging the scopeof the Agri- cultural department, to make it embrace the mechanical and other industries of the coun- try, bas been entertained by prominent pab- lie men for some time, and a measure to €ffect this object would have been brought before Congress at the last session, but forthe ‘shucabing political complications. The organs are all torn upabout the re- nemaination of Governor Stone, of Missis- sippi. Their agony is all the more intense because they —— that he would not be Tenominated. It goes for nothing by way of assuaging their grief that Governor Stone on a singularly good platform, which invites northern men tocome and make their homes in Mississippi—{ Baltimore Gazette. The homes to which the northern people &re invited are probably the hospitable graves accorded to the Chisholm family. No doubt the northerners will cheerfully accept the cordial invitation. —__-+e---_ ____ A correspondent with the Russian army ‘attacks the traditional notion of the effective- mess of the Cossacks as soldiers. An attempt was Made last night to kill the engineer and fire- man of train on the Baltimore and Ohio railroad, but fortunately it was not success- ful. Tbe only pity is that the miscreants who fired the shots were not arrested and held toanswer. No court or jary will beapt to regard such offences lightly, and conse- quently we may expect to hear that any par- ties who may hereafter be apprehended for bushwhacking railroad trains receive the severest punishment warranted by law. ————_-+e-- — ‘The long controversy as to the location of the capital of West Virginia 1s to be settled on Tuesday next by @ popular election. The choice of location is confined by an act of the legislature to three pois uts—Martinsbarg, Clarksburg, and Charleston. An election for county superintendents of education is to beheld at the same time. It seems to be thought that the fact of the riotous strikes oc- curring at Martinsburg, will be brought to bear against the selection of that polat for the capitol, on the ground that the state ex- ecutive and legislature should not be located in a place subject to mob la: ce ‘General Howard says that if he can only Bet Chief Joseph to stay in one place long enough to bring some military balletins to bear wpon him he will bring that evasive Ted man to grief, sure.
