_EVENING STAR. | U BONDS anc, for sale by SAS R TACT OS LEWIS JOHNSON & CO., Bankers, = angi Pa. ave. and 10th street. j THES SASIDE I Average sworn Daily Cir 17,500,—Leing more than three times that of any other daily paper in Wash- | and more than that of all the | ! orer on, Dr. Bliss chargesthat Tue STAR and other papers, are disposeltc “attack” the Board of Health, and particularly himself, unjust. ly. This ts certainly not true of THe STAR. We recognize the fact, and have many times stated It, that the Board have in the past, at Jeast, done valuable service in behalf of the beaith of fhe community; but we are not | lind to the fact, either, that the board have made themselves notorious by their internal and eternal dissensions, bandying of epi- thets, recriminations, mutual charges of bad faith, wrong doing, &c., & If Tuk Star bas shown them up oceastonally, it has been stmoply by holding the mirror up to theirown Proceedings. | As to the claim that the members of the Board of Health can, by reason of being im derpaid, properly engage in other business, we must be allowed to express the doubt, when it comes to a question of propriety, Whether that outside business shouid include government contracts. Asa matter of fact, We suspect that the medical profession of the city and conntry will hardly endorse the foctrine that members of a health board paid by the U.S. government, and who are also practising physicians, can with proprie- ty engage tn government contracts. And we think that the law of Congress prohibiting | interested parties from acting as ag the government (Section 1753, Revised Stat- utes.) will debar them from entering upon the government contract business while re- ceiving & government salary. it is stated elsewhere that the Board of Heaith Contracting Company have gone into business an extensive scale, and have ed contracts on over two hun- It is stated, also, that the regular ies of the health officers con- cerned in the eontract business have suffered in proportion. We should suppose so. mia ~ eee It is by no means improbable that New York will have two democratic United States ators after March 3, 1879, when Senator Conkling’s term expires. All depends upon an election for members of -the legislature, Which election taices place this fall. The re publicans think they will secure a small majority, but owing to the disorganized con- | dition their party this is very doubtful. Senator Conkiing is hurryiz ig home after a flying trip to England and Scotland, and the knowing ones “guess” he 13 coming back to | “set up the pins” for a republican victory this fall. —_—_—_—___-ee--_____ The practice of bringing Indian delegations to Washington on trifling pretexts ought to be discouraged. A couple of years ago Red Cloud and Spotted Tatl, with large delega- tons, were here to negotiate with the “Great Father” in regard to several matters, one of Which was the removal of their agencies to the Missouri river. They agreed to do this for a certain consideration, but after they returned home changed their minds, and the government has since been unable to make them keep their promise. The big chiefs rather liked their visit to Washington, where they were lodged at a hotel and rigged out at government expense in calico shirts and stove-pipe hats, to say nothing of a large amount of trinkets and gewgawsdear to the redskins’ heart. The result is that they want to pay another visit to Washins- ton to talk further abeut the agency matter. There is no earthiy necessity for bringing them here to waste time in talking about a matter already settied. The last Sioux dele- gation cost the government 50,000, but in that case the money was jadiciously Xpend- ed, since there is reason to believe that a war with the Sloux was averted by their visit. It only remains for the government to com “pel the Sioux to live up to their agreement an@ call the entire army to its aid if neeas- Sarfi [0 compel their removal to the Mis- souri)where they can be rationed at muc: Jess expense than the present location. Leiter writers within the Tarkish tines | deseribe the condition of the sick and | wounded as pitiable, owing to the unskil!- | fulness of the surgeons and lack of attention | generally. The American, English, French { and other foreign sargeons in Turkey have thus far been of great value in the hospitals, | and, although they are looked upon with | jealousy by the Turkish empirics, their ser- Vices are appar: approciatel by the gov- + ernment. A spoodent writing from Erzeroum gives a revolting picture of the | condition of the wounded there, most of | whom were brought a distance of sixty miles in springless carts. During our ow fe there was no branch of the army ve than ospital Rervics. AS @ rule the wounded were spewtily taken to the near by ambulance corps, where were placed in cool and spacious tents and their injuuries promptly attended to. Tiey were subsequently removed to neighboring cities, where, in improvised hospitals. they were cared for by experienced surgeons and } attentive nurses. It is not surprising that some inustaices of neglect and malpractice did occur, but as a rule the hospital service | Was modeled on a system as nearly perfect a8 Foss! Miss Anna Boyle, the Washington debu- | tante in the part of Juliet at Booth’s Theater | Monday night, is spoken of by the New York | crities as precocious and having undoubtet | talent, but she is advised not to undertake | yet awhile to play Shakspearean parts. Tais | is no doubt sensibje advice. i The New York draft riots of 1565, which, strange to say happened a few days after the great Union vietory at Geitysburg, cost the empire city about $1,750,000 all of which had to come ont of the pookets of the tax-payers. The aggregate value of property destroyed at Pittsburg im the recent riots is estimated at $10,06000. The money will probably be Faised by the issue of county bonds. The | Philadelphia Record says that if such bonds | ean be sold at par, bearing interest at six per cent, it will take @ yearly tax of 290,000 to keep up the interest, which will double the present taxation for all county Purposes. This is enough to shew the Inter- est tax-payers should have in the specdy Suppression of disorders in their midst.
