EVENING STAR. WASHINGTON: TUESDAY..............July 31, 1977. CROSBY 8. BOYES. Editor. Reading Matter On Every Page. | Average sworn Daily Circulation , over 17,500,—being more than three times that of any other daily paper in Wash- | tngton, and more than that of all the others added together. The Bailread 8: The dispatches to-day are generally indica- | tive of the dying out of the strike mantifesta- | » tions. Nothing has been heard to-day from tne line of the Baltimore and Ohio road to show that the freight trains are yet ranning beyond Keyser westward. The strikers at thai point yesterday reconsidered their con- went to go to work, and consequently no trains went beyond Keyser or Cumberland yesterday; but the Baltimore and Ohio com- pany were to send up railroad men from Baltimore to replace the strikers, and it was expected that the freight trains would egain be set in motion this morning and sent through to the Ohio river. As above stated no dispatches have been re. at Keyser, and this fact may perhaps indi. ate that there is @ further hitch there in Starting the freight trains. It seems that ‘when summoned to say whether they would go to work, ortake their pay and leave the Bervice of the company, not only the most of the firemen left, but some thirty engineers esigned with them. It is probable that on account of the large number of trained em- Ployes thus severing their connection with the road, the company, for the time being. may not have a sufficient number of engi- neers, firemen and brakesmen qualified for the responsible duty of rupning trains through the mountainons regions. And while supplying this deficiency the company may wDaturally hesitate about ranning trains. —— The Baltimore American comes to the de- fence of General French in an article show- ing that the master of transportation of the Baltimore and Ohio railroad had no right to command the federal troops in West Vir- g@inta. General French needs nodefence. He 4s 100 old a soldier not to know his duty and in his personal controversy with the master Of transportation was wholly in the right. The railroad official in question had no more Fight to dictate his course of action than avy one of the mob of strikers. ———__-<+e-__ The Investigation of the charges against the management of the Indian Bureau still oes On in secret, the members of the invese Ugating committee claiming that the inter- ests of the public service demand that they Shall sit with closed doors. Possibly they } may. but such a method of procedure is un- Usual and un-American. Persons charged ‘With crime are allowed the privilege of hear- ing the testimony of their accusers and of €ross-examination, and this method experi- ence has proved to be fair and just—in fact ho other would be tolerated. The parties implicated, or alleged to be implicated in any frandvlent transaction should be allow- @d the same privilege before this Indian board of inquiry, to the end that the state- ments of witnesses when made may then and there be proved or disproved. Under the Circumstances the Commissioner of Indian Affairs would be jnstified in at once demand- ang that the doors of the board be thrown open, in order that he may know just what the allegations against his bureau are, and ‘What the character of the testimony to sus- tain such accusations is. This is due not only to himself as a public Officer, but to every employe of his bureau. The public pretty unanimous in the Opinion that such of the late rioters as were @rrested in the act of committing acts of violence should be adequately punished, 2nd that no mawkish sentimentality should Yntervene to check the ordinary course of Jaw. Leniency on the part of the authori- es would be a fatal error. The offender: need @ severe lesson for their ruthless de- struction of life and property. oS = en ‘We may now undertake to count the cost Of the five days strike which the New York Journal of Commerce estimates at £25,250.00 The five railroads concerned probably lost $10,000 each per day or altogether #20),000 @atly; add 850,600 as alow calculation for los- wes by Interruption of other reads, and the to tal is $250,000 per day, or $1,250.00 for the five Gays’ suspension. The losses sustained by the Pennsyiwania road at Pittsburg and on the line between that city and Harrisburg are Calculated at $10,000.00. Halfofthatamount ‘Would scarcely cover the cost of property Gestroyed on the Baltimore and Ohio, and it it likely that $10,000,000 would approximate he losses of railroad property other than those which have been enumerated. This Takes @ total of 26,250,900. There are losses ther than these which might be taken into account but which it would be difficult to Wetimate, such as the losses sustained by ‘yarious branches of industry by the stopping Of communication by railroad. Joseph Cook, the Bostoa ex-clergyman, how attracting attention as a lecturer in treating upon the causes for modern skep- dicilsm. uames among them fashion and Mortgages. ‘Whenever an aristocratic Church insists on it that people sbhll have Something to wear or not go to church at all, @t repels the poor.” “We have churche that. when they erect a new house, delicate to God only @ mortgage.” There is pungent aruth tn th +s0-- — The southern postal convention went in Strovg for the oid flag—and an appropriation fo enlarge their present postal facilities. ‘Well, there is no reason why the ¢outh should net be accommodated in this regard. A fast anatl train from New York to New Orleans is quite as necessary as fast trains between ther points ave in the north. Mr. Hubbard, chairman of the postal commission, in his | Speech before the conventton expressed the | inion that the usual running time between ‘© great cities named could be shortened an entire day by @ fast mail train, an im- provement which would be keenly appre- Cialed by the basiness community of both cities. The niggardly action of the last Con- gress in cutting off the fast malis on long dimes wll not be imitated by the next. The Tepresentatives from the south toa man will ] demand the fast mail service, and they will ) public spirited rep- resentatives from the north and west to carry | their point. ee « When the times get better and our busi- | ness improves,” says Col. Scott, of the Penn- | sylvania railroad, to his employes, -‘you | shali have yeur old pay.” This is fair and Feasonable, aud it is the kind of talk the Yallroad men will doubtless appreciate. ——_——-.. | _JySh-tr The large coal companies found the late Btrike a very specious excuse for an advance in prices. The sale of 200,000 tons of coal wa Ppoetponed in New York jast week on ac count of the uncertainty of transportation. Four leading companies refused to sell at any Price, and coal agents and dealers seld only to regular customers at advances of from 50 2075 cents on prices ruling at the beginning Of the strike. There was some fear th: Bpeculators would get hold of the stock of the companies, but the action of the leading cor- ‘Posations in refusing to sell Probably pre- Vented this. Atany rate when onder is re Bored there can be no exeuse for high prices: Massachusetts with her boaste! thrift dntellectuality, makes rather a bal showing 3m the matter Of paupers. With a view to Jegixiation on the subject statistics have been prepared showing that in 1546 the num- ber of people who received relief from the Public poor fund was 32.62%, at a cost of $746,158; and that in 1876 the number of pau pers Lad increased to 222,673 and the cost to the state was $1,449,54.
