EVFNING STAR. WASHINGTON: SATURDAY.............Jnly 14, 1977. ———— CROSBY 8. NOYES, -Editer. CARRIAGES! Lr Aree RRiAgEy ieee fi 3 LARGEST “Arsout MENT, VESY LGWEst FRices. SF The money to pay for the time required must im ‘wil cases accompany thaorder. Otherwise tha paper tanmot be sent. rr It bas been known for a year or more that Dr. Toner, of this city, had resolved to have bis large and valuable library preserved in- tact for the benefit of the medical profession. About a year ago he made a formal tender Of it to the profession of Pittsburgh, his na- tive place, on condition that they would place ft in @ fire-proof building. and that it should bear his name. The profession there baving failed to make arrangements to ac- cept this generous gift, the Doctor on his re- cent visit '9 attend the meeting of the A mer!i- can Medical Association, in Chicago, spoke freely of his purpose to leave his collection to the profession of some city that would comply with these terms. We see by the St Louis papers that the profession of that city are taking time by the fore-lock to gaia the prize. Chicago and other cities are also moving in the same direction, but St. Louis seems determined to secure it. This library humbers about 18 090 titles, and is exception ally valuable. It was Dr. Toner's original purpose in forming the library to give it to ‘Washington city, but the creation here of the great government medical library by the Surgeon General, the finest medical library perhaps in the world, has covered the ground, and made it desirable that the Toner library should go to some less occupied field of use- fulness. -s0-- -_— @The want of employment in New York is shown by the fact that a large number of men are engaged eatehing curs of high and low degree at thirty cents ahead. They ap- pear to be quite willing to run the risk of being badly bitten and of contracting the hydrophobia for the compensation rece! ved. Atlast accounts forty-six dog catchers had been been bitten no less than two hundred and forty Limes. or an average of five bites to &@ man. It will not be surprising if quite a number of cases of hydrophobia, arising from these bites are soon reported. = ss — Should the United States authorities and the Diaz officials be able to work together for the effectual supprecsion of border brigandage on the Mexican line, it would afford a happy termination of the diffi- culties, and satisfy everybody but the fili- busters and the speeulators in borier out- rage claims. Such is the instability of Mex- i¢an rule, however, that it is by no means certain that Diaz will be able to maintain his supremacy for any length of time, or that if he does, that he will be able to carry out any agreement with the United States for putting down the border robbers ffom Mexican soil. It is apparent, however, that our govern- ment, while determined to put an end to this brigandage, will seek to accomplish the task in a spirit of good neighborhood and kindly feeling to the sister republic, and with no disposition to profit by the unhappy con- dition of that distracted country to seize its territory, or cripple it by demanding the payment of exorbitant indemnity claims. Whatever demands are made will be just and ¢quitable, and such as the sense of the civilized world will hold should properly be enforced. —__- eee -___ The disbanding of the republican party In Mississippi is a matter of no consequence. The same party can never hope to achieve ‘any success in the southern states so long ax< it attempts to keep up the color issue. Wher once the two parties in the south coalesce into one harmonious democratic whole the colorel man may look hopefully to the future with the certainty of an early “split In the party” on some other than the color issue. The New York Times takes this sensi- ble view of the case, and says it has been argued in Mississippi that the only way in Which politics can be relieved of violence is to “divide the bull-dozers,” and adds that the opportanity to test this policy may be at band. The question, bo we eat too much in sum- mer, is being discussed. The Philadelphia Ledger thinks we do, and believes the great mistake in summer diet is that it does not take the place of the winter bill of fare, as it should. The habit of most people is simply to add summer laxuries to the winter diet thus imposing additional labor on the diges- tive organs, which in reality they are less able to perform than in winter. There is doubtless logic in this, but as a rule the con- sumption of flesh is much less in summer than in winter for the reason that the app2- tite does not crave it so keenly. Overload- Ing the stomach at any season of the year is injurious to health, and especially so in hot weather when the digestive organs are ina relaxed and semi-torpid condition, and dis- inclived to perform any extra amount of labor. A purely vegetable diet during the summer months might be best adapted to the constitutions of many persons, but there are others whose physical condition absolutely requires a judicious blending of winter aud summer fare. +2+e-—____ The news-gatherers with the Russian army have a hard time of it, and, according to the account of a correspondent at Bucharest, if Bot inquisitive, will never get any informa- tion, and. if too curious, stand an excellent chance of being shot. The same correspond- ent mentions the case of a Baron Von Gra- ben, of Hesse-Darmstadt, who was found prowling around the environs of the camp at Plotesti. He was interrogated by the Russian provost-marshal, and being unable to produce any authority for his presence, was summarily shot as a spy. <: There is some prospect that work on the East river suspension bridge, between New “ork and Brooklyn, will be stopped until a se in the United States Circuit Court in- veir'ng the right of the two cities name to bull the structure is referred to the Supreme Court fr final decision. The question raised is whet. or these cities have a right to build @ bridge hich will be an obstraction to navigation. The Secretary of Warhas never approved the plan of the bridge, as required by law, and the complainants claim that it obstructs navigation. The straads of the bridge are now in position, and are 145 feet above high water. This will allow the pas- sage of small craft, but high-masted ships, it is said, cannot poss under it. I: will be a pity if the work has to be ahandonad,as it bas already cost seven and @ half millious of The spelling reformers met in national convention in Baltimore yesterday, and dis. cussed various propositions without coming to any definite conclusion. Ose of the mem- ‘bers stated that hehad taught three thousand pupils, and that all of them had lost two years in learning to spell by the preseat me. thod—a period of time, when aggregatsd equal to the age of the world. While most people acquiesce in the necessity for some modification in our present mode of spell ing, the systems proposed by the reformers are too radical to secure adoption for a long time to come. Reform must come slowly, and must begin by eliminating from oar ortbograpby such letters as uselessly and senselessly encumber it. It might begin by «tropping silent letters from the large number of words containing them, spelling “guess,” for instance, ‘‘gess. rhea: Usta,” &¢.,&e.
