As a rule the presence of the newspaper correspondent is not desired by many commanding Officers in time of war. This ts probably accounted for by the fact that incompezent persons are Sometimes sent out to represent newspapers, and frequently canse grossly erroneous re- ports of army operations to be published. It is also frequently the case that per-ons of this class give improper information to the enemy hy publications of military move- ments intended to be kept asecret. In our jate civil war army correspondents were simply tolerated and were held to a strict accountability for their publications, at one time In the Army of the Potomac, an order being {asued that every correspondent should append bis full name to bis letters on pain of expulsion from the lines. Among other an- noyances which the ar: correspondent met with was the difficulty of securing food for man and beast, the army regulations making no provision for the sale by commis. saries of subsistence stores to the class in question. Secretary Stanton, although ap- pealed to, always refused to issue an order for such sale, notwithstanding the fact that the country were almost invariably !tothe newspapers for the first ac- counts of engazements. It was a newspaper correspondent who caused a telegraph line which had been cut by the enemy, to be re- pair d to send “the great war Secretary” the first news of the great vietory at Gettys- burg, jast fourteen vears azoto-day. In fact inalmost every instance the people were fur- nished with full accounts of engazements by the newspapers long before the receipt of Official reports at the War depar.ment Many intluential republican journals are disposed to attach considerable weight to the ar nents of General Francis C. Barlow against the President's last executive order. Gen. Barlow's argument in brief is: estab- lish @ proper system of appointment and tenure, independent of political and parti- fan services, and not only will there be no objection to the presence of pubtic officers in Political meetings, but they will in the main Cease to be present, since such participation Will no longer be necessary for the protec- on of thetr places or interests. With the beginning of the present fiscal Year the use of the so-called official postage stamps was discontinued, official envelopes bearing the name of the bureau and depari ment from which they are sent taking their Place. The official stamps were a useless €xpense to the government since the cost of their manufacture was very large. It was Representative Sam Randa!l, we believe, Who, when it was proposed to appropriate certain sums for each department except the Post Office depai.ment to buy official stamps from the latter depariment, made the remarkable discovery that all such ap- Propriations were unnecessary, because by this process Uncle Sam was simply taking bis money from one pocket and transferring it to another; that is tosay he was increas- ing the revenue of the Post Office depani- ment at the expense of the other departments. After having been a fugitive from Georgia for seven or eight years it is not at all likely that ex-Governor Rufus B. Bullock would boklly come forward at this late day and face his accusers, unless he were pretty well Satisfied that he would escape punishment.
