It provides that the Senate and House shall meet in the hal: of the House, at 1 p.m.,on the last Wednesday in | January; that the President of the Senate | shall preside; that two tellers shall be ap- pointed on the part of the Senate and two on the part of the House, to whom the President shall hand the certificates after he has opened them, that the tellers shall read the votes and make a /ixt of them; that the President of the Senate shall anpounce the result of the vote; that in case of an objection to counting the Vote of any state, the Senate shall withdraw, and that on reassembling, if the House and Senate agree (and only in that case) to throw out the vote, it shall be thrown out, but that no vote shall be rejected except upon the af- firmative vote of both houses. In case of two sets of returns, that return shall be counted which the two houses, acting separately, shall decide to be the true and valid return. This pian is avast improvement over the present mode of counting the vote, doubtless share the fate of Mr. proposed constitutional amendment. It is said that Mr. Morton, himself, does not now favor his proposition of last session. ——___-+e2- One of the silliest rumors which has recent- ly found circulation is the report that the order for General Hancock's transfer to the Pacific coast was actually made out at the War office, but that when the fact became know, the order was torn from the official records of the department and burned up. This presupposes that the department hoped to be able to make the transfer of General Hancock's command from the Atlantic to the Pacific coast without the curious public finding it out. The story scarcely requires contradiction. ———_++e-____ The United States Senate is styled a delib- erative body. Perhaps the term “deliberate body” would be quite as applicable. Mr. Sumner was wont to insist on the fullest dis- cussion of every important question, to the end that its merits and demevits might be fully presented. This disposition to prolong debate necessarily retards the transaction of public business, but after all it is probably safer to make haste slowly in all matters of national importance. Considerable time was unnecssarily absorbed m the Senate, however, in disposing of the resolution to print a certain number of copies of the report of Senator Sherman and other republicans who went to Louisiana “to see a fair count of the vote."’ The democrats contended and | with reason, that it was grossly unfair to seud out an ez parte statement of the case, and Mr. Thurman moved an amendment that the report of the democratic committee should be printed with the republican report- This gave Senators an opportunity of going into the merits of the Louisiana case, and hours were consumed in debate, after which, very properly, Mr. Thurman's amendment was adopted Without a dissenting voice. ————~<re-__.
