But one democratic Senator, Mr. Key, of Tennes- set. voted for it, while fifteen republican Senators voted against it. It is a notable fact that among the supporters of Mr. Ed- mund’s amendment were Senators of con- ceded ability like Anthony, Blaine, Conk- Hing, Frelinghuysen, Hamlin, Morrill, and Wright. who probably voted for it because they believed it the best plan of any yet pre- BIN NDT sented for settling the Presidential question. The democratic Senators seem to be shy of referring the question toa tribunal, the mem- bers of which, with one exception—Justiee Clifford— have been appointed by republican administrations. An estimate made by the Philadelphia Press gives the re- publicans Hi and thedemocrats 146 members, but this includes in the republican list the three members of Congress to be elected in New Hampshire next spring. If this esti- mate be correct, the republicans would of right have control of the organization of the new House and of the appointment of the different committees. It is quite unlikely however, that they wil! secure this, owing to the recent ruling of the clerk, sustained by the House, in refusing to place on the roll the names of cer'ain members holding regu- jar certificates cf election. Should this be done the democra’s will stil! control the or- ganization of the House and the appoint- ment of committees. It is scarcely possible that they could fully comprehend the revolutions and counter revolutions whieh afflict our unhappy neighbor, but they would find no diMeulty in coming to the conclusion that Mexico is ina state closely bordering on the demnition bow wows. oe The investigation of the New Jersey elec- toral system, now being conducted by a sub-committee of the Senate committes on privileges and elections, has a direct and an important bearing on the Oregon case, since the laws in regard to electors and the man- ner of filling vacancies are said to be identi- cal in both states. In New Jersey a vacancy Occasioned by the resignation of an ineligi- ble elector was filled by the other electors, while in Oregon the governor assumed to fill ® vacancy,and the person appointed pro- ceeded to create an entirely new board of electors.
