The prudent cash buyers of Holiday Goods are already arranging to make their selec- tion and purchases of artieles suitable for the season now near at hand, and, to enable them to do so to advantage they are certain to first consult the columns of THE STAR, the universally recognized media for an- nouncements of that character, as indeed they are for everything relating to the busi- ness interests of the community. Dealers who hold stocks of suitable goods, and who desire that fact to be made known, with such special inducements as they may have to Offer, should not fail therefore to send in their Special advertisements at the earliest day Possible. The cream of the holiday business is done in the beginning of the season, when goods can be examined before they become shop worn and when there is no rush of eus- tomers to vex the temper of both buyer and seller. As stated above, dealers who wish to profit by these acknowledged facts should be early in the field with their announcements of such attractions as they propose to offer to the public. ~~ —___ Another Contemplation of Rain. In May last, under the head of “Washing- ton City as a Ruin,” we gave certain figures in explanation of the meaning that rightly attached to the word “ruin” as used at that time in the language of a memorial, signed by a few citizens and addressed to Congress. We think we then showed that “ruin” might mean a rather unusual degree of prosperity as compared with that of other cities. But we do rot now recall to memory that unfor- tunate paper in any further spirit of criti- cism, having ourselves be-n reminded of it and of our editorial by the appearan¢s of the annual report of the Commissioners of this District, with accompanying documents, published in our recent issues. These papers exhibit a state of affairs which, viewed in connection with the general depression every- where existing, should encourage great hopes for the future of our District and the pros- perity of our peop.. The public debt is our Greatest subject of concern; but in the re- port of the Commissioners and in the just views adopted the joint com- mittee appointed by Congress to frame @ government for this District, we find much to relieve anxiety upon this score. The Commi mers report that all in- debtedness, matured or outstanding, except the loan of $150,000 made in anticipation of taxes levied to pay the expenses of the cur- rent fiscal year, but not falling due until the 1st instant, have been paid or the money set apart to pay them upon maturity. This leaves, as a total the bonded known indebt- edness of the District—reduced over $35,000 during the past year-and certain claims arising out of contracts and obligations of our former governments. The Commission- rs show by the estimates of the engineer in charge of public works, that the special as- sessments in excess of the amount of the 8 per cent. greenbacks for which they are pledged, now due for improvements alrealy made, can be utilized to pay off all the known claims “arising out oi contracts” and leave a surplus of over 2600,000, applicable to payment of any other just claims against any of the late governments of the District. Some of this nature there are that should be —_ but anything like careful legisiation by Congress will no doubt protect the District against payment in that way of asum so large as $600,000. We may, therefore, fairly assume that surplus spec'al assessments will ultimately pay off claims, leaving the sum total of our indebtedness that now rep- resented by outstanding bonds. The report of the joint committee of Con- gress recommending that the United States shall appropriate 40 per cent. of the total ex- penses of the District government, that being the ratio the public property bears to private Property, if adopted by Congress,will lighten the burden of debt and place us on a footing for the maintenance of our public improve- ments and their continuance Bpon an eco- nomieal seale. The inspector of buildings reporis the erec- tion during the past year of %0 dwelliags and 280 other buildings. besides a large uumber Of additions and improvements to existing ones; all done at a cost of $4,155,177. The ex- penditures tn this direction the previous year ‘Were $3.655,500, showing an increase this year Of about $500,000; but, building this seasou, as comp-red with prices in 1475,has been about Li per cent. less costly, which pereent- age should be adkled to the amount expended to arrive at a just comparison. Tuis calcula- tion shows a comparative expenditure this year of $1,125,000 over that of 1675. Further- more, an expenditure now of $4. WT repre- sents the equivalent in results of an expendi- ture of, say, 9,000 made in 1873. This showing is highly satisfactory, indicating, as itdoes, rapid and substantial growfh in material wealth, as well as an increase of 0,000 to 12,006 inhabitants,iu the past two years. London erects annually an average 0f 9,000 houses. The amount of building done here in this interval has been In proportion to population nearly four times greater. Who are the people coming to occupy these thousands of new houses we are erecting? Many of them are snug two-story and base- ment buildings of six to nine rooms, each renting at $0 to $50 per month, and this is the class of houses the major part of new comers require. They represent an influx of the great middle class of our people; the real conservers of our nation. This, then, is the most numerous class now flocking hither. But numbers of costly residences have also been erected, these, in the main. evidencing the coming of winter soujourners, attracted by the gaiety of our seasons and the charm Of a society composed of people of all nation- alities and of those drawn from every section Of our own country; society entirely cosmo- politan in tone as it is varied in character. Here the idle find idlers like themselves, and Men of all tastes and pursuits meet with con- ‘al surroundings. The remarks tributed to Mr. Justice Miller in regard to Mr. Tilden and the demo- cratic party, in what purports to be an inter- view with him by a reporter of the Chicago Times are authoritatively declared to be a wide departure from truth. A casual remark was made the foundation of a newspaper report of much that was not said, and an ex- aggerated coloring of what was said. ——____-<e-2-_-—____ Mr. Edmunds’ argument in the Senate yeterday in behalf of his proposed amenid- went tothe Constitution was a thoroughly able, if not an entirely conclusive one. Mr. Morton, however, pointed out many objec- tions to charging the United States Supreme Court with the counting of the vote, which seem fatal to the proposed plan. First, he holds that it would convert a judicial into a political body,and make it the grand “re- turning board” of the country; and second, that it virtually reenacis the twelfth amend- ment to the Constitution—providiag for the electoral system. It is now apparent that Mr, Edmunds’ amendment will not pass either house of Congress, and that some other plan must be devised. The prospect of the two houses agreeing upon any method of counting the vote before the second Wednes- day in February is not at present very en- couraging. It is to be hoped that a joint resolution as proposed by the judiciary com- mittee of the House, providing for the crea- tion of a joint committee to consider the wholesubject and report as to the best method Will pass both houses at the earliest possible moment. Such a committee, properly con- stituted, might find a safe way out of the woods. — <r The legislature of Georgia elects a United States Senator in place of Mr. Norwood, in January, and the chances are said to be in favor of the present incumbent, who is a can- didate for reelection. Hon. Ben. Hill and Governor Smith are “willin,” but it is un- derstood that if the latter ascertains that he cannot be elected, his friends will go over to Mr. Norwood. ——_—-<+2 -____ The democrats have at least one thing to thank General Butler for, strange as it may seem. He taught them the little trick of a subpeena duces tecum, by which private dis- patches can be exhumed from the telegraph offices and made to render political service.
