Some time ago attention was calied, in | { that the sample of | this column, to the abamite pavement at the intersection of eonsylvania avenue and Tenth street, showed such marks of rottenness on being | taken ap, as to give cause for doubt whether it was the proper kind of pavement to be used for Pennsylvania avenue, where under he requirements of the act of Congress, the hest pavement possible was to be selected by the government engineers designated on the rommission. The contractors were, how- ever. promptly on han! with an explanation that the defects in the sample piece at Tenth street were owls g to causes which would not he experienced in laying the pavement on a large seale from Sixth street to Fifteenth street. It was held ont, too, as a reason why the work would be satist , that the Girahamite company wanted to make the avement an advertisen for procuring other it the country. A Wright. S. engi- rs upon the avenue pavement com- mission, endorsed the Grahamile pavement as combining, better than any other pave- ment, “the requisites of elasticity gmooth- ness of surface, freedom from notse, imper- viousness to water, freedom from dust, easeof keeping clean, and ease and economy of re- pair.” The same pamphlet also contained a jong article from Gen. Gillmore, the other army engineer upon the avenue paving com- mission, upon the merits and demerits of stone. asphalt, and wool pavements, which the Grahamite company evidently considered to be not only an endorsement of asphalt pavements, but of their particular kind of asphalt With these endorsements f1 the majority of the comintssion of three members—army engineers of hich standing supposed to know what they were about—there was nothiug left for the publie but to abandon their fears and to conclude. that. not only had the best pave been selected. but that these distin- guished engineer officers would see that it was laid in the best ma Bat, we regret the misgivin sed by T more than y the condi tion of th amite pave- Opposite this as orth side of ted in small e it abused Dp so infer or The sewl the Pres compl Cour ns to have o . ction. Merrimon, Maxey, Whyte, and Withers. No less than nineteen Senators made themselves conspicuous by their ab- sence or failure to vote. Of this number thir teen were democrats and six republicans. Thedemocrats who voted to sustain the raling of Mr. Ferry were Messrs. Rayard, Cockrell, Cooper, Dennis, Eaton, Kernan, MeCreery, MeDonald, Price, Randolph. and Wallac. Altogether, the vot: was 4 Very emphatic ex- ‘Ppreasion of the opinion of the Senate on the Important subject under consideration. A Counter Mine. As we suggested yesterday would probably be the case, the demovratic strategists are ready to meet the flank attack threatened by their opponents by which the Honse could be prevented from going into an election for Presider for want of a. quorum. The project was based upon the supposition that ¢wo- thirds of the states arerequisit: fora quoram, |, and that as more than one-third of the states represented in the House haye a majority of republicans, it would be in their power, by absenting themselves, w» prevent a quorum. Then the who wou Senate could elect a Vice President, ld succeed to the Presidency. But the democrats have been overhaul ng the Constitution in hot haste, and as the result they declare that it does not provide that there shall be a majority of the members from two- thirds of the states, but only that a quorum for the election of President shell consist of amember of members from two-thirds of the states. There are not more than one-fifth of the states which have a solid republican delega_ tion. All the other republican states have one or more democratic members, and their attendance is, under the Constitution, all that is necessary to constitute a quorum. Since the governor of Oregon gave a cer- tifeate to a democratic elector, the repub- leans who claimed that the twenty-second joint rule was abolished, and that, in conse- quence, power of the Constitution vested the sole counting the electoral vote in the presiding officer of the Senate, find this doc- trinea k ind of political boomerang which returns to plague the inventors. The New York World bows in hurable submission be- fore this assumption, and says it sighs to think that the Presideat is, after all, to be elected by a mere nicality.
