Probably no officer of the United States army could be placed ina more delicate and embarrassing position than that oceupied for several days past by Gen. Ruger, command- ing in South Carolina. Two weeks ago he would doubtless have hailed with delight an order directing him to go w hostile savages, since it we him from the necessity of pia in the organization of the new state go ment. To speak plainly. (sen. Ruger while probably intending to do only his duty, has put his foot in it the same as did Gen. On Thursday last he notified General Wallace. the democratic speaker, tiat at noon on the next day (yesterday) he should eject the members from Laurens and Edgefield. He failed to do so, probably because on consil- eration he came to the conclusion that there was nothing in the order of the President to Justify sueb action. The President simply ordered him “to sustain Gov. Chamberlain in his authority against domestic violence until otherwise directed,” but did not au- thorize him to interfere in the organization of the legislature. General Ruger had a simple duty to perform. The dual legislature must be allowed to settle its quarrel in its own way and without interference. The Denver News, of the 26th ultimo, noted the fact that Mr. Patterson had left for Wash ington, and says he defenis his action in drawing a delegate’s salary on the ground that ne is still adelegate—ineaning. of course, that his seat is held forhim until the House recognizes his successor, there being a ques- ton as to whether Judge Belford, the repub- liean member elect, was elected for both the jong and short terms. The News says that Coforado democrats claim that Belford is only entitled to one of the two terms, and pro- fess entire indifference as to which of thetwo he elects to apply for, but some indiscreet members of their party assert that he will never be seated for either term. The News thinks that this evidently means that Belford will apply to thig Congress ior admission, ond be rejected; that Patterson will be retained as a delezate, and the electoral vote ot Colorado will be opposet by the House, pending its reeognition of the fact of the ad- mission of Colorado, aud regardless of the fact that two Senators from that state will be ‘Seated at the other end of the —sos-——__ The report of the District Commissioners elsewhere Is an important document, and will be read with genera! interest. The bad practice of betting was indulged in jo @ great extent during the last campaign, and it is stated that no less than $1,500,000 (to say nothing of the larze sums involved in private bets) remains in the New York pools awaiting the final decision of the Presiden- tial contest. The question now arises will bets made on the Presidential result be de- elared “off,” or will the stakeholders take the responsibility of deciding for themselves who has been elected’? Shoukt Hayes and Wheeler be “counted in” in Louisiana, South Carolina, and Florida. those who staked money on Tilden and Hendricks may con- tend that the election of the former ts illegal, a view in which probably the majority of the supporters of Tilden and Hendricks would coneur. Should Hayes be counted in, and should the election finally be thrown into the House, which would of course select Tilden as President, those who staked their money on Hayes might contend that they had not lost on the ground that Hayes was actually elected. and that the popular will had been defeated by the House. In the event of tw inaugurations, the stakeh rs would al» find themselves in a dilemma, and could not decide without giving offence to one party or the other.
