DISTRICT FINANCES. Assessments and Taxes. ASREUAL REPORT OF SUPERINTENDENT. The annual report of Mr. William Morgan, Superintendent of Assessments and Taxes, states that the number of transfers of prop- erty made during the calender year ending December 31, 1475, was about five thousand. Owing to the limited time given the asses- fers to make the annual assessment for the year ending June 30, 1577, they were unable to complete their labors and make a return of their assessment until November 13, 1876. ‘Tax books were prepared to enable the col- leetor to commence receiving taxes on the ‘with ult. but this was only accomplished bya temporary increase of force. The assessment for Washington city amounts to $81,246,817; Georgetown, $5,953,952; county, $5,754,433. Total assessment $95,985,- 212. The suggestion is made that Congress be urged to pass the tax law for the year ending June 20, isis, at a very early date, thereby giving the assessors time to make the next assessment. thus affording the office ample time to complete the tax books in original and duplicate before they are delivered to the collector. Under the last law of Congress but twenty-five days were given to make the mecessary books after the completion of the annual assessment, the lenzth of Ume being =, inadequate to the proper perform- ance of the work required. ‘The superintendent requests that some steps be taken to preserve some valuable books of reference, ameng which are the general as- sessment books of 1864 and Is, whieh are now absolutely going to pieces, and which eoukl be resto at a comparatively small cost. These books are referred to almost daily by the difterent officials of the District, constantly by lawyers engazed in the examination of titles. “If something is not #eon done they will be entirely lost. ANNUAL REPORT OF THE COMMISSIONERS The annual report of the Commissioners of the Sinking Fund states: Of the 3.65 bonds issued under act of Con- gress, approved June 20, I*74. there were out- standing at the date of ‘our jast report, 212 €65.300; since Which there has been issued in exehange for certificates of the board of au- dit. until the conversion was stopped by the action of Congress, $1,686,950, ‘mak ing a total issue to date. $13,743,250. Of the special assessment 8 per cent. bonds, secured by assessinent on the property, tht was outsianding per last report, $1,142,630. ‘There has been reduced and cancelled since then, having been received in payment of special assessments, $143,000, leaving amount outstanding, $988,700. No interest has been paid on these bonds since the ist of July, 1*74, but in receiving them in settlement of assessments, interest is allowed on them to the date of such payment. There is in the bands of this commission, security for the ultimate redemption and e- Linetion of the above named amount of bonds, Assessments amounting to (exclusive of in- terest on them) $755,057.98. To this should be added the amount of bills recently issued and remaining unpaid, for which ceriificates will be deposited with as, $451,609.72, making a Lotal of $1 .236,757.70. Of the funded debt of the District of Co- Jumbia there was outstanding at the date of our last report $8,441,113.43.
