_EVENING STAR. xmeammemeame || WANTR WASHINGTON: MONDAY. November 27, 1876. CROSBY S&S. NOYES... . Editor. Reading Matter on Every Pag Page. | ae pe Daily Circulation ever 15,000,—being more than | three times that of any —!. daily paper in Washington, a: equal to that of all the sanee | papers in the city aases | Bact daily tegether. Good and Bad Signs. | It is noted by the New York Evening Post, | a8 amongst the good signs of the pressat |“ political Involvement, that the Louisiana returning board has resolved, in the case of the imperfect Hayes electoral ballots, to count only the votes actually cast, and not to count the whole electoral ticket according to the supposed intention of the voters. Another good sign is the orderly proceeding before the circuit court in Florida. Althougit the governor denies the jurisdiction of the court toenjoin him there is no reason to believe that he will refuse to obey its order, and at the same time there is reason to believe that he has no intention to do the thing which the court,is asked to prevent him from doing. Of the bad signs, one is the refusal of the Louisiana returning board to permit the presence of the newspaper reporters at the daily sessions. Another is the conflict be- tween the South Carolina canvassers and the Supreme court of that state. If the canvass- rs appeal to a United States judge, and ifhe assumes jurisdiction in the matter, new com- Plications will arise which will result in a demand for federal interference, and will, doubtless, bring the whole subject before Congress. The effect of this conflict is to pre- ‘vent what is now of the greatest importance to the country, a settlement of the Presiden tial question—an early settlement, a just set- tlement, a settlement in which the country will acquiesce as fair in its conclusion and fair In its methods. While such a settlement is delayed, while doubt whether it will be Teached prevails, business Interests suffer seriously; and the longer the delay and doubt continue the more injurious will be the consequences. The only remedy for the evil is the creation and the exercise of @ public opinion which shall be more powerful than the partisan passions whieh have been aroused in both parties. A bitter feeling has now grown up between the two parties. The worst men and the worst Motives appear to be the most active on either side. At the same time the best meim- bers of either party are in favor of a peaceful Settlement according tolaw. Good democrats would see the Presidency awarded to H: » and good republicans would see ttawarded to Tilden, rather than that the present uncer- tainty should be continued, or than that any doubtful measures should be ¢ secure a party sucess. These citizens, the Post urges, should spare no effort to make their influence felt in the emergeney in which the country now finds itself. The New York Hrrald also sounds the alarm as to the disastrous effect upon the business interests of the country should the present entanglement not be speedily an- Faveled. The indications are, that the solid business men of the country, without regard to party lines, will make some demonstra- tion soon in the way of enforcing w politicians the danger of playing with fire at the peril of the national strneture, in an emergency like the present. es ‘What in the world !s the matter with our Canadian neighbors? A St. Albans dispatch Says they continue to fear an invasion by the Fenians, and that the government has sent 10,900 rounds of musket cartridges to the (0th battalion of Canadian voluateers for use should they become necessary. Oug friends over the border are unduly alarmed. Noone in the states has heard anything about another Fenian raid exeept from Canadian sources. The last Fenian raid was known and talked about for months before it oc- curred, and it is not all probable that an expedition could be organi so quiet], that noone would hear of it in the U States. —<- -___ The Martinez-Del Valle bre: a suit in New York has occupied a won of public attention, owing to certain pe features in the case. Briefly, Mr. Del Valk an elderly man and a native of Cuba, assist- ed a young lady, Miss Martinez, who had sprained her ankle, or met with som? other mishap on the street, to her residence. The young lady being pretty, the old gentleman Fequested permission to call and see how she was getting along. Permission was granted, and thereafter he became a frequent visitor. be made desperate love to her, took her almost daily to lunch ata fashionable res taurant on Broadway, and even went so far as to place an engagement ring on her finger. He subsequently told her that owing to a “compromise” in Cuba he could not marry her publicly, but would do so privately. She therefore returned the ring, with a note in- forming him that she coull never be his. Nevertheless she subsequently went with him to Poughkeepsie, Where she acte | in the capacity of governess to his children, and where, she alleged, he accomplished her ruin. main allegations of the plaintiff, and averred that at her request, and out of a feling of charity, he took her away from a cruel step- father and engaged her as governess to his children ata salary of $190 per month. He never made love to her, and never was guilty of any impropriety in her prese: The iw Propriety, in fact, was all on the other s: In spite of his remonstrances, she would in- sist on indulging in “academic postures,” as he styled them, of lying on the sofa or on the floor with slightly more abandon than be- comes a female of delicate instincts. The damages claimed by the plaintitf were s50,000, and the jury awarded her $5 ——__-<+e-- A plan for changing the electoral college system, which mects with considerable favor, is proposed by the Boston Advertiser. It sug- ‘ests a constitutional amendment making it obligatory on the electors to send their cer- tSed lists to the Chief Justice of the United States Supreme Court; that he shall open and count them in the presence ofthe full court; that objection to any List shall be filed with specifications by a certain day; that before this august tribunal (excluding, if need be, judges appointed within one or more years) all objections shall be heard, trie1, and decided by a certain day according to law and without appeal. — For ‘several reasons the exact political status of the House of Representatives of the XLVth Congress cannot at present be aceur- ately ascertained. It is conceded, however, that the present democratic majority of near- ly #0 will be greatly reduced, and that it will be considerably less than 20. A careful esti- mate of the strength of both parties in the Mareb, give the democrats 149 and the repub- Means 141 members. It isthought New Hamp- shire will send two republicans and one dem- Ocrat to Congress, in which case the House “vould stand, democrats 150 and republicans 1.3, thus making the majority 7. As they cannot be safely counie! upon in case of a — vote, neither par'y can claim them With certainty. Most of them, however, will probably vote with the republicans. The democratic majority will coubiless be so small in the House that sitagslers will be ‘Vigilantly looked after, especially wen a Party roi is to be taken. GREAT NOVEL NOW READY! A POINT OF HONOR.
