It Is understood that the Congressionai Commission appointed to draft a permanent form of government for this District express Some dis#ppointment that our citizens have | not come forward more generally to give | their views upon the matter ip hand. We suppose that one reason of this failure to respond is the presence of the great national question which occupies al! minds just now; but no doubt another cause is the feeling quite prevalent amongst our business men and tax payers that thelr views and wishes pass for very little with Congress, and that, in fact, any measure framed to meet their needs and acceptable to tuem, would almost for that reason get the cold shoulder from our nagional legisistors. They manage these things much better in Richmond, and in this direction at least, we have something to learn from the people of that enterprising clly. They have there @ city ambulance service, The vehicle, exactly similar to our army ambulance, is kept at the aimshouse, which institution is in telegraphic commu- nication with the police stations and other public buildings. In case of an accident or casualty the call is sounded, and fn five min- utes or less, an ambulance ts on its way to the wounded, with a city physician and medicines, surgical instruments, livt, ban- dages, and every toing likely to be required, whatever the nature of thecase. Thedoctor, after giving the patient needed relief, can then remove him where he isto go, com- fortably, in the ambalance. Even a bad case of “jim-jams” at @ police station will bring the doctor.
