EVENING STAR. WASHINGTON: -.Nevember 14, 1876. was on Tuesday night last. The tedious one, and causes a general s| of business throughout ths country; bat it ‘would seem that there is no way of settling the matter aefinitely until the vote in the soubtful states has been canvassed. The delay may be even further protracted by the interposition of legal proceedings, sach as ave been entered upon to-day in South Carolina. ——-++e —____. Serator West, of Louisiana, has been in- terviewed on the subject of the returning boaid of that state, and corrects several Talsapprehensions In reference to it and its Jegal powers. The law of Louisiana pro. ‘Vides tbat the returning board shall consist Of five persons, to be selected by the senate, from &li political parties. At present there are two vacancies on the board, wnich the Jaw empowers the other members to fill. ‘The members of the board are J. Madison Wells, surveyorof the port of New Oxleans, ‘who, by the way, is not a colored man, as bas been stated, and Messrs. Cazenave avd Kenner. both colored, all of whom Mr. West @eserts are honorable and intelligent men. The present vacancies were caused by the resignation of Mr. Arroyo, democrat, who Tesigned after counting the vote of 1874, and by the fact that the other member, ;Mr. ‘Thomas Anderson, was disqualified for the Feason that he ran in the late election as a candidate for the state senate. The law gives the returning board power to throw Out returns on proof of fraud or violence. It says: “If after such examination the returning Officers shall be convinced that said riot, tu mult, acts of violence, iutimidation, armed Gisturbance, bribery or corrupt influences did materia)ly interfere with the purity and freedom of the election at such poli or voting _ or did prevent ® sufficient number of be qualified electors thereat from register. ing and voting to materially change the re- fult of the election, then the sald returning © ee og en or a ina ceetoment of ti 1e8 Of mic or vo ing place. but exclude it from their returns.” The Cincinnati Commercial thinks the point of weakness in the republican case to Louisiana les in the fact that if fraudulent democratic majorities are thrown out where the strongest republican parishes bave been , the real republican majorities re gone and cannot be recovered.
