EVENING STAR. WASHINGTON: TUESDATY..........0ctober 31, 1876. The Outlook Commenting upon the aspect of the Presi- dential canvass in its closing week, the New York Heraid says that “the only safe infer- ence that can be drawn from these five months of partisan turmoil and recrimina. Uon is that it is a neck-and-neck race. The result is quite as doubtful as It was on the day when the canvass opeoed.” Tue exceed- Ing closeness of the contest is illustrated by by the gambiers from what they hol to be the best sources of Information. Thus a fortnight ago the betthiog was in favor of Hayes; then Tiiden began to creep up in the poo:-selling, and for some days held the po- sition of favorite. In the selling yesteriay in New York, as rsportei in the New Yora Express, democratic paper, Hayes gradu- ally mounted to the side of his rival, ani at One pool-room, the Tarf Exchange, was the favorite, standing at 195, to 150 for Tilden. At Morrissey’s and Johuson’s in the last pool sold Hayes ad Tilden stood at 100 each. Curious ly, at all the pool-rooms, except In the closing sale at the Tarf Exchange, tue democratic candidate for Governor Robinson, was the favorite, indicating that the betting was based upon the supposition that Hayes may he elected without the ald of the state of New York. At the Tarf Exchange the closing ® was 105 on Morgan to 100 for Robinson; at Johnson's it was 110 oa Robin- son to 190 on Morgan; at Morrissey’s it was 110 on Robinson to 5 ou Morgan. In this city the pool-selling at the Imperial Hotel last night on the general result tudi- cated Tilden largely the favorite, standing 100 for Tilden to 49 for Hayes. Tne pooi- selling in this city has, however, not been reduced to the unimpassioned mechanical Process of the New York pool rooms, and is not as reliable an index. The interest shown by the public in the “quotations” atthe pool rooms arises from the fact that in close political contests the most dispassionate data as to probable re- sults bas been developed there. For in- stance, the results of the October elections in Indiana and Onto were foreshadowed with Precisiou by the pool-selling in New York, which, after fluctuating with the tide of battle in the two states, settled down Jast Prior to the election, with Williams as the favorite in Indiana and Bell the favorite in Ohio. The fluctuations in the pool-selling Dow in New York on the national issue in- dicate that up to the present time the data obtained Is not decisive as to the result ‘Within a few days the preponderance of bopefulness has undoubtedly been with tae democrats, but yesterday the republicans seemed to be in a sunnier mood than of late. ‘The reports from the republican state and national committees within the last twenty- four hours are said to be more hopetul. 22 Chromos are getting too common to be given away as prizes for certain purchases, and otber articles are taking their place. The New York barbers are just now dolag a bit of sharp competition, and ta many shops the price of a shave is but five cents, with a “good cigar” thrown in. Others charge the same price and offer the!r customers @ five cent glass of beer in adaltion. Such gener ous souls would seem to be shaving them Selves a8 well as their patrons. ———_-+e- -___ Many people are peginuing to inquire of what practical use Arctic exploratio1s are Expedition after expedition has beea fittet out only to reach a certain point and thea eturn, most of them reporting that they found it tmpossibie to penetrate to the north *. Hall proposed to reach the pole journeys but died before he eruid put his plans into execution, while Kaue and Hayes found an open sea which thsy could not cross because of the lack of proper boats. Capt. Nares, of the last British expe- dition, reached latitude & degrees and 2) minutes which is a trifle higher than that reached by any former explorer, but like his Predecessors he too failed to reach the pole. The New York Times thinks there is some- thing suspicious in the fact that almost every expedition should winter in Smith's sound, aod asks whether it is a desire for a cool climate, or a love of hunting, or of poker, ora thirst to study the Esquimaux lapguage that ieads men to this particular locality. The New York Journat of Commerce referring to the late expedition, says that of course mankind will never be content to abandon the Polar search deflaitety. It is utile to argue against the inutility. As Ong 88 geographical societies exist, com- munities ana governments will bs periotl cally entreated to get up expeditions to the Pole. The misfortunes of the recent Amert- can veoture are about forgotten, and next year we shall probably near fresh appeals to Congress fora $50,000 appropriation to try again. And it will be indeed a delightful surprise if the dear old f atics who have stood by the Smith Sound line so long, do Bot continue to insist ov that as the only one to be thought of. The Journal further says that if other nations want tosink any more money on these explorations they may do r0, but for one it will object to giving another dollar for such purposes out of the federal cc fers. ——-<-e -__ The city is full of burglars, pick- pockets Sod sneak thieves, and hardly a night has paseed for several weeks without its record of daring robberies. And yet thearrests are singularly rare. There must be somethiog radically wrong somewhere when crime is steadily and rapidly on the Increase and ar. rests do not show a@ proportionate gain. Gen- Uemen District Commissioners, Po tce Com missioners, and Chief of Police, it is about time for you to take some extraordinary mei- sures to bring about a change in this reapect The public mind 1s becoming uneasy, and na- turally so. We are rapioly drifting to a point where neither life nor property will be Jonger safe in Wasbington. A Sou:h Carolina correspondent, writing toa New York paper, states that the rifle clubs bave been disbanded or reorganized under the names of “Benevoleat Associa- tions,” “Riding Clabs,” “Social Circles,” “Tilden Mounted Base Ball Clubs,” &°. Toe same correspondent says they no loager carry rifles, but that every man is armed with one or more revoivers. This would look like @ technical bt not a virtual com- pliance with the President's proclamation. <ee- The New York Times estimates that not More than 160,000 votes will be polled in tha; city on election day. Of the waole number registered it is believed that twelveor Mfiveen thousand will not vote for various reasons. A large number of these are persons who bave committed some fraud, and who will be afraid to attempt to cast illega! votcs The Times says that all the “dodges” of the politicians have been very carefull y watched, and that It will be something approachiog & miracle should any large body of frauduleat ‘votes be cast. A number of persons have already been arrested for Lilegal registration, Which fact will probably do mach towards Keeping many repeaters and others of like 1K from the polis on election day. —_--e-___. ‘The politicians extend the old adage “All is fair im love and war,” to politics, and some of them do not hesitate to pat forth canardsof the most ridiculous character. The letter printed ina New York paper of yesterday, parporting to have been written from the headquarters of the republican committee in New Yors,is pronounced & fabrication by Mr. McCormick, of the com- mittee, It could not properly be called & forgery, for the reason that bo name was ap- pended to it.
