EVENING STAR. .N?¥ WASEINGTOR: October WEDNES: About North Carolinas. The New York Jicraid correspondent 1 North Carolina reports that # very large ‘vote will be polled in that state in Novem- ber, as the result of the joint canvass of Vance and Settie— 200,000 at least—and that he republicans will bave gained much by the canvass in organization and standing, even if defeated. Both parties express them- selves sanguine of success. The Herald cor- YFespondent thinks the result will be very close, and that the majority either way will be so small as to require the official count to determine it. Ex-Governor David 8. Reid, one of the oracies of the democratic party, estimates Vance’s majority at 6,500, while, the other band, Ex-Senstor Thomas L. Cliipgman is reported to have expressed hig belief not long ago that Vance would be defeated. A prominent democrat in the western part of the state says, in @ letter to oS temocrat, that in Clay, Cherokee and S vain, Macon and Jackson counties, ve ance will fall be bind Merrimon’s vote in 1872 “Hender- son,” be writes, “will give Settle a heavy majority. Madison wiil go radical by a small majority. In Transylvania Vance Will lose 100 on the vote of 1872. I kuow no county tm the west where Vance will get Merrimon’s vote unless it is Buncombe and Yancy, but in every transmontane county Bettie will gain on the Caldwell vote. I think there is no doubt of this. In Jackson county Settle made a fine impression. His friends were elated, and the democrats were LUbunderstruck at his boldness. it hart, and there was no jubilation after the speaking was over. I tell you there is no bope here for Vance, and unless he makes heavy gains in the east and ip the center he wii! be defeated.” The correspondent hears of @ good many democrats who will vote for Settle, but says these will be more than counterbalanced, Probably, by negro votes for Vance. The constitutional amendments propo:ed are @ damaging weight upon the democrats, and these will undoubtedly be rejected by a large majority, though many of them are meri- torious and ought to be adoptei. As to the election of Congressmen, tne eight districts of the state are so gerrymandered that the only district certain to be carried by the republicans is the second, now represented by @ colored man by the name of Hyman, but in which Governor Bragden is the repab- lican candidate. Eight thousand republican majority is sunk in tais district under the gerrymandering process. Just as in Indiana the republicans are benefitted by this pro- cess, the democrats are benefitted in North Carolina. So the pot cannot call the kettle Diack. ——_——__-+ee- _ Apropos of the question of the Presideascy Fro tem. of the United States, ther are many who bel'eve that Senator Anthony,of Ricde Island, the oldest member of the Senate, ha baving now nearly complete’ seventeen years of service, will be elected at the next feesion in place of Mr. Ferry. He was Mr. Ferry’s most formida>le competitor for the Position, being defeated In the es caucus. it is said, by only on: General Crook has made what he consid- ers ® lacey coup in disarmiog and dismount- Ing Red Cloud's band of Ogalalia Sioux. As Was suggested to yesteriay’s STAR, o2e of Red Cloud's objects in removing from the agency was to protect the hostiles who came in from arrest. Gen. Crook is also of the opinion that Red Cloud was contemplating a hostile expedition. The general certainly bas good reason to congratulate himself on placing these Indians /ors du combat without the loss of a single life. Resistance would have been in vain, however, as Rei Cloud could Lot have bad at the time more than 1,900 warriors. The deposition of that ciie! tatu and the instalment of Spotted Tail, who for over ten years has been a consisteat friend of the whites, will not provably be re- ceived with favor by the Ogalalla Sioux, since Spotted Tail is the chief of the Brule Sioux, who differ in many respects from the former. General Crook says he feels that “this is the first gleam of daylight we have bad in this busipess,” and will at ouce push out another expedition. Spotvei Tall, Littie ‘Wound, and other citefs who-e hearts are good, have promised him ail the warriors Le needs in hisnew his new movement. The impression is that that the part parties who propore to retain the main Centennial butld- ing in Philadelphia for a permanent exhibi- Ulon will find that they have an elephant on their hands. New York retained the Crystal Palace building until it burned down, but could never make {t profitanle as an invest- ment. Barnum, the great Showman, tried it, but, it was said, lost a good deal of money by the speculation. ——_<-e-—___ A recent publication by the Bureau of Education gives many statistics of interest im regar@ to public libraries in the United States. A covtrast with the year 1776 snows their wonderful growth. in that year there ‘were but 29 public livraries, and the total number of volumes was bat 45623. In 1876 there were reported 3 6%2 libraries, number- ing in the aggregate 12 26,964 volumes, and 1,500,000 pamphlets. These figures do not include ehorch libraries or common or Sun- day school libraries, which, aecording to the census of 1-70, aggregated 10,900,000 volumes. ‘The state of Massachusetts has 453 libraries, ©r more fn proportion to her population than apy other state. The largest library is the — Norary of Bosion, which contains 299 869 volumes; bas an annual circulation of 758,493, apd a yearly income of $1413. | For salaries, every year, the sum of $119,800 is paid, while $21,500 are expended in the | purebase of new books. The next library, in point of size, is thatof Harvard, which contains 154 000 volumes, and the third is the Boston Athenwum, which has 105,000. The District of Columbia aggregates more vol. umes tb her libraries than most of the states, the library of Congress alone baving nearly if not quite 360,060 volumes. The library of the Burgeon General's office (a purely medi. al collection) is one of the finest of the kind in the world, and contains 40.000 volumes. ‘The Young Men’s Christian Association has & library of about 15,000 volames; nearly every department of the government basa library of 4,000 to 10,000 volumes; and every prominent institution of learning possesses @ handsome ¢ collection. —o Baltimore bas ® municipal election to- day. First branch members of council are to be chosen, and also @ member of the second branch to fill@ vacancy. Voters are also called upon to cast their ballots for or @gainst the ordinance providing for a city ball perk, aud also the ordinance authoriz- ing the issue of $5,000,000 five per ceut. bonds toredeem the six per cent. water stock, which expired in May, 1575, which will re- sult in a saving to the city of about $60,000 per anpum. 20 -___ Democrats and repadlicans now look yearningly towards York, the impres. sion seeming to be that “as goes New Yerk #0 goes the Union.” Reference was made yesterday to the alarm among the repudii- cans as to the resalt, and the suggestion thrown out that perhaps it was raised for ‘the purpose of stimulating increased exer- tions. The New York Evening Post, how. ever, speaks more confitently of @ repubdli- an victory in November, and says the read of submitting to a transfer of the ad- Milnistration into southern hands is o3¢ of the most powerful motives that Is now ia- Muencirg the business men who communi- cate with the republican national commit- tee. Pamphlets setting forth this view are mow being cireulsted, and, ineir minds to vote for Hayes, is Wiliam + Dodge. Cari Schurz, Presb hed Tesult of elections, said on Mostar teat te ‘Was confident of the success of the repabil- cans.
