Beading Matter on Every Page | Now that the election of @ President and Vice President draws on space the subject of the method of counting, the vote becomes one of great importance. Much has been written about the Joint Rules governing the ‘House and Senate, but from the proceedings &@t the jast session of Congress, as stated in yesterday's STAR, it would appear that no jotet rules #re in existence. The record shows that when the House met last winter, on motion of Mr. Randall, it adopted the joint rules in Barclay’s digest. The concur- rent resolution was certified to by the Speeker and Clerk and sent to the Senate. When it was announeed Sesator Edmunds rose in bis place, and stated that there was bo vecessity for immediate action, as he Was couvinced that the rules ought to be amence ind for this reason ke entered a motion, which prevatied, which referred ths Hov+e resolution on the sabject to the Com- mitiee on Rales. After some delay the Committee on Rules of the Senate brought im & substitute for the House reso lution, the most important amendment bettg urged by Serator Morton with refer- ener to the 221 jotnt rule, which prescribes the wanner for countiag the electoral vote. In substance the Morton ameadment adro- g&led We right of either House to odjsct to the couc ting of the vote of any state, as was provided for by the rules of Barciay’s digest After a good deal of discassion in the Sen ate, in which the importance of amending ihe rule was urged by Senator Morton, Sen- ator Thurman moved an amendment. It being ouly technical and having no effect to impair what Mr. Morton sought to accom- plish, the latter accepted the Tnurmso ameaodment, and as thas ameudedt the con- current resolution of the House adopting the rules set forth ia Barclay’ 'a digest was passed. It was returned to'the House for its concur- Tent action. The Committee on Rales of that body, of which ex Speaker Kerr was chairman, proceeded to cousider the Senate amendments, and bed agreed to re port the Senate substitute to the the House for its action, when some of the democrats in the Senate, feariog that they bad made a mistake, entered a motion to Tecoosider the previous action of the Senate on the subject, and the motion was carried ‘The effect of this was to recall the resolution from the House. It was recalled, aud up to the end of the session was not again acted upov. About ten days before Congress ad Journed the House passed a resolution re- scinding for the rest of the session the Joint Rules of the two Houses. When it reached the Senate, Senator Edmunds said the prop- ositio. was abeurd, inasmuch as there were bo joint rules to suspend, and the resolution ‘was laid on the table. Now, in poivt of fact, there being no Jotnt rules, the Censtitution will atone prescribe the manner of counting the vote. It pro- Vides that on the second Tuesday in Feb- Tuary, ip the presence of both houses of Con grese, the Vice Presicent presiding, stall count the votes of the several! states, and the perrons having the highest number of votes sball be declared elected respectively Pres!- dent ard Vice President.
