WASHINGTON: sat ¥....... October 14, 1876, CROSBY 8. NOYEA........Eal' Average sworn Daily Circulation | in poiding it against | probably from the pressure of other duties, | they know pothing personally of our schools, and all ihe information they get in regard to them—or at leastall they appear to heed— comes from the fort holders themselves, ‘Who seem to have effectually poisoned their ears. And so the gallant little band who mean the fort may well boast of their success the hundred and fifiy ever 15,000,-being mere thaw | thousand people of the District. There is no pat amesren pone Hon fo eatgena daily paper ‘ashington, and equal te that ef ali the other daily papers im the city added together. The Soldiers Whe “Held the Fert.” Trustee Randolph, in bis little mutual admiration summary of the doings of him- self and colleagues of the “ feather-duster” majority of the School board, indulges in the following line of remark : «« It became the duty of this board during the past year to calmly assert its legal pre- rogalive in the matter of the a) jitment Seenoae ocean ee mn . bas been sustained by the of excellence among our large teachers, as educators and exemplars of of youth, upon sober second thought, meets the bearty spproval of “nineteen twentieths” of all SF men and women of this commu- nity. ‘hile under fire and with the work of orgaping the schools for anotoer year preas- iog upon them, the trustees felt that they could Lot honorably abandon the field. Tacy might be struck down at the post of duty, but desert it. they would not. They have ‘held the fort’ until all opposition seems to bave subsided into # harmless fusilade of newspaper squibs. How long the several mem Of this board may see fit to hold their commissions, now that the work of Hope J the schools is completed, is like the reorgapization of this board by the orable Commissioners, an ‘open question.’ This is very fine. Mr. Joseph Surface or Mr. Pecksniff never uttered anything finer in the way of sonorous sentiment, but, an- fortunately, voble sentiment is sometimes used to cover very ignobie deeds. Mr. Ran- doiph would perhaps object to being classed exactly with the Champlins and Hoveys, while acting with them, but why should he? He would doubtless he indignant if anybody supposed him capable of the Hovey deed of inviting @ teacher todrink a giaas of lager ‘with bim in order to lay the foundation of a charge of tippling against that teacher. His marble brow would doubtless corrugate with horror at the idea that he could enact the part of Champlin in quarreling with an Avenue bar-keeper for refusing him two (pint) drinks of whisky for a quarter. And yet he would eagerly avail himself of this frivolous aad unworth; idencs to enable bim to hold the fort and “calmly” as- Sert the right of the fort-holders to dis- pense the teachership patronage. As chair- man of the Committee on Teachers he ‘Would indulge in some superfine seati- ment upon the duty devolving upon the board to “place itself squarely on the side of public morals,” to tne end “that the training of our youth shal! not be commit- ted te those (trustees, of course, excepted) whose example may in any wise tempt to ruin.” This, asthe ground for removing a teacher of twenty-seven years’ standing, the head of the present school system of Wash. ington; and whose character, morals, entire Sobriety, and ansurpassed ability as an edu- cator were vouched for not only by the parents, fellow teachers, and the best pec ple of his school district, but by nearly the whole body of ex-trastees of the pub. lic schools, three of our ex-mayors, and ‘Dy abost of the best citizens of Washing- ton, who had Known the teacher in ques on for @ Iifetime. Trustee Randolph coolly flung the lie in the faces of all these reputable witnesses and gave his casting vote in the committee to remove this teacher on bebalfof public morais! But he had nothing to s@y about the necessity of placing the board on the side of public morals, to the end that the training of our youth shail not be committed to trustees “whose exampie may in apy wise tempt to ruin.” Champlin, and bis “next friend,” and other trastees who are Supposed to be, in Mr. Randolph’s fine lan- guage, “exemplars of youth,” may frequent restaurants and drink success, half a dozen times a day, to the glorious principle of the calm exercise of the right to bounce teach- ers, but let an unfortunate teacher accept ibe Weacherous invitation of a trustee to drink @ mild glass of lager, and the agility with which Chairman Ran- doiph jumps for his moral ax and exercises “the prerogative” is something Wonderful for @ man of his weight. Yes, 1t is quite possible for a man to talk the Snest sentiment and the highest morality, and do very mean, unworthy deeds; and it 1s Dot easy to concelve & more heartless, con- sciencelers, shameless act than that of Trus- tee Randolph in striking down the teacher 1p question on the wretched pretext named; unless it is _bis further act of seeking to brand this honored teacher's reputation by alleging that he is morally unfit to have charge of enildren, and thus deprive him of the mesns of earning his bread at the occu- P&tion to which he has given the best years of bis life. Trustee Randolph boasts that the opposi- tion to the fort-holders has subsided. Why bas itsubsided? Simply becanse the people in thetr present unfortunate condition are powerless to obtain redress. Is there any doubt what would have been the result had the people of this District a vote, or a repre- sentative government, or any mode of mak- ing their voice or wishes effective? They bave used every means open to them with- Outavail. Through public meetings, peti- tons, delegations, and every way that the Public voice could find expression, they bave asked that the District government sbould give them some relief from the arbi- trary, insolent rule of these fort-holders, nine tenths of whom were known to nobody bere even by name, until they began to ‘Sigure in the school reports. The action of the large meeting in South Washington (the district in question), in which almost every mas of prominence in that section of the city took part, was followed up by that of the citi- zens at large; and a delegation on their part embracing such wen as Dr. J. B. Biake, M. W. Galt, T. L. Hume, W. M. Shuster, John T. Given, Wm. A. Cook, Jos. Shillington, A. 8. Solomons, L. Schade, J. F. Havenner, W. D. Wise, S. Gedney, M. Lansburg, Aug. Davis, Horatio Browning, A. P. Fardon, R. MeMurray, F. Pilling, J. E. F. Holmead, F. J. Heiberger, W. R. Smith, Joseph L. Pear- son, Dr. J. R. Riley, G. J. Johnson, J. W. Drew, C. C. Duncanson, W. M. Morrison, J. L. Barbour, E. G. Davis, and F. Hume, waited onthe District Commissioners and represented, in earnest terms, the dis- Satisfaction of the community with the management of school affairs, and asking the reorganization of the school board. It is hardly necessary to recall the fact that the iey courtesy with which the delegation was Following upon the visit of the South ‘Washington delegation, and the Citizens’ delegation, ® petition, in another colump, ip order that it may be seen how far they, with the visiting delega- tions, deserve the epithets thrown upon them so freely by the fort-holders of being jars, old fogies and biackguards, unworthy Of attention. It would seem that the Com- danger that these brave, selt-sacrificing spirits, will desert theie post. They will bold the fort so long as there is teachership patronage to utilize, school boots to change, sebool houses to name, (for the fort-bolders), Window-guards to appropriate, friends to reward, and enemies to punish. i THE ELECTORAL Vore.—Electors meet at their respective state capitals on the first Wednesday of December of the year in which they were elected, vote by ballot for President and Vice President, aud transmit ‘& record of their votes to the President of the United States Senate.
