, 3. TT ee Sa a A eee _ EVENING ‘STAR. _WASHINGTON: | MONDAY....... | CROSBY 8. NOYES........Raitor Reading Matter on Every Page Average sworn Datly Circulation erer 15,000,—being more than three times that of any other | porn mar aheggoe pe ap and | that ef all the ether | acute gmmbora athe’ tun cnaen teget Borth Carelina. ‘This state has been conceded to the demo- rats in mostof the political “slates,” bat the republicans bave been making @ pretty ‘Vigorous canvass under the lead of Settie, @nd an active executive committee, and they pow assert with considerable cenfidence thetr ability to carry the state. By & recapitulation of the vote polled since 1868 it seems that the total registered vote 2 North Carolina in April, 1363, was, whites 117 428; blacks, 79,448: totat 196 876. In the | Presidential vote in 1968 Grant received 96,769; Seymour 54,601; Grant’s majority 12,168. In 1870 the vote for attorney general stood for Shipp, democrat, 89,029; Phillips, republi- can, 84,034: democratic majority, 4,995. In 171 the vote was for, or against @ con- ‘vention, the republicans opposing it. Tne ‘Vote stood for a convention 86,0y7; against a onven tian 95,252: republican majority 9,245- In 1872 on the vote for goversor, Caldwell, , received 93.650; Merrimon, dem. 1: republican majority 1 899. in the vote for superintendent of Pubiic instruction, Pool. democrat, received 98,217; Purpell, republican, 84.595: democratic Msjority 13,622. The sweeping democratic majority in this case was gained through Popular excitement over the Civil Rights Bu. In 1875 the question of @ convention again came up; the democrats favoring it, and the republicans opposing it. The vote stood 100,817 against a convention and 94,353 for a convention: republican msjority 6,464. The total vote cast was 195,170, being 191 less than the total vote in 1872. So upon the largest vote ever cast the republicans car- ried the state by 1,899 msjority. These Oigures of the various elections show that out of the seven contests since 1868 the re- publicans carried five, and they assert that the influences which brought about defeat in 1810 and 1874 were only temporary, and Will pot enter into the contest this year. The canvass this time is aggressive on the part of the republicans, and is conflaed mainly to these points: Vance’s war record; amendments to the state constitution; re- Cord of the last legisiature. It seems to be conceded that Settle, republican candidate for Governor, will make some gaing upon Vance, bis competitor, but that he will get enough to defeat him is not certain. Ié will depend a good deal upon the way Ohio and Indiana go next week. It seems not un- likely, however, that the republicans will 4ain @ Congressman in the 3d district. A life insurance canvasser was shot and robbed in Missouri last month, and when the perpetrator of the crimes was tried the Jury declared the killing justifiable homi!- cide, and excused the robbery by saying that the poor man had a right to take the money to defray his legal expenses in case of arrest. ‘The life insurance business has fallen off *ome in that locality since the trial. —__cee--____ One of the most disagreeable and disgrace- Tal things connected with the Babcock trial, just concluded, is the reflection that import- @nt interests of government should in any ‘Way or at any time have been committed to such @ miserable creature as the principal witness in this case is shown tobe. When one reads his conflicting statements in re- gard to the same subject, all given under the solemn and binding ceremony of an oath, onecannot help thtnking that, if this man is a sample of the force in its employ, gov- ernment bad better give up its whole so- called secret service business, and trust to the ordinary forms and officersof the law for the administration of justice. As he was its chief, the presumption is that he must have been somewhat above the average of the foree; and if this be so, what must be the character of its subordinate material. Itis, 1n fet, not hard to believe that the mischief and demoralization wrought by such an agency, in hands like these, must in the end far outweigh any good it can possibly accom- Pplish in the way of detecting criminals and bringing them to justice. Indeed, if the whole truth could be got at it would prod- ably be shown that the system, as it is gene- rally managed, really suggests and protects more crime than it prevents or brings to punishment; and as these results seem t> be inseparab| ether government ought in any way to countenance it, or rather whether it Should not at once abolish it and forever ‘Wash its hands of the whole disgraceful busi- neas. There must be something radically ‘Wrong in the administration of the govern- ment itself, as well as in public morals, where agencies of such doubtful propriety @re called to its aid in time of profsand peace; and the way to bring abouta true re- form is by employing abler and honester men to exercise its functions, not by placing confessed _scoundrels in ols in power. The Onromicte madea ne new departure yester- day, by reducing its price and changing its form from eight to four pages. The new arrangement is likely to be a good thing ail around. The reduction of price can hardly fail to result in increasing its circulation, while the change of form will doubtless be to the advantage of its advertising patrons. ‘We bave abstained from making a|@ny com. ment upon the Babcock trial during its pro- gress, but it seems proper to say now, that the evidence was utterly inadequate to show his complicity in the safe vurglary conspi- racy. This is admitted, we believe, by all candid men who have given any attention to the quality of the testimony, even by those who have fully believed him guilty. ‘This being the case there should be an end of the talk about a packed jury, and im- Proper attempts to defeat justice. Had Mr. Columbus Alexander, himself, been on the jury he would have voted “not guilty” on urally bas the sympathy of the public in his efforts to ferret out the perpetrators; but one ‘wrong cannot be offset by another, and it ‘would have been a monstrous wrong to con- Vict @ man upon the unsupported testimony of @ self-admitted perjurer like the detective ‘Whitley. ——___-.ce-—____.
