Cumberland, Maryland, is bar- dened with @ board that is declared to be both corrupt and inefficient, and efforts are being made to get rid of the incabus. The Cumberland News of Saturday says that “gradually the schools management have Isolated themselves from the leading men Bot only of their party but of the commun- ity; the chief Judge of the circuit has for Months refused to join in appointment under & law which he has already pronounced un- constitutional, and the board being incom- plete has been for months running counter to the law. Good legal minds have taken this view of the case, and it is now being de- cided what form the proceedings against the board shall take—whether to eojoin them from further exercise of power and the dis- bursement of pudiic money, or to against them and their agents for misuse of power. In this case, however, two addi- onal trains were wrecked, instead of one, ‘as in the other. It is barely possible that the following freight train was so clove upon ‘the first when the first accident occurred that it could not be checked; but there seems to be no excuse for allowing @ meeting passen- Ser train to rum into the wreck without any warning whatever, as the telegraphic ac- count of the affairsays it came on at full Speed “a few minutes after” the accident oc- curred. A “few minutes” is a long time ‘when scores of human lives are in peril, and that they were not improved shows a negli- gence or demoralization that is little less than criminal. The matter ought tobe care- fully investigated, and punishment awarded, if such @ thing be possible. The democrats re- garded Seymour as their strongest political card, but the republicans now assert that they would have liked nothing better than bis candidacy against such ® man as ex- Governor and ex-Senator Morgan.
