It falls to tell the whole dis- Sraceful story connected with the cause of popular education at the capital of the na- tion. From the language used by our contem- Ppory the general reader will be led to infer that an appropriation of some sort, and in some amount, has been made by Congress in aid of our schools. Nothing could be far- ther from the truth. No appropriation for this purpose has ever been made by Con- gress. That body has heretofore, however, in view of the large property interests of tne genera! government in this District, and the Becessity for protecting and preserving the same, made annual appropriations to help defray the expenses of the Police and Fire departments of Washington. Bat in conse- quence of the refusal on the part of the pre- sent Congress to allow the general govern. ment to bear its equitable share of these ex- penses, for the current fiscal year, the Dis- tfict Commissioners found it necessary to divert portion of the fand raised by our Jocal tax levy for educational purposes, and use it for paying the police force and the Bremen. In other words, they were com- pelled to either shorten the school term, as stated, or reduce those two indispensable departments so as to impair their usefal. Bess and thus put in peril both the property Of private citizens and the vast possessions Of the general government located here. They raturally and, in a temporary sense, Wisely chose the former alternative. But this is not all. Nor is it the worst fea- ture of our peculiarly hard case. While liberal grants of public lands for the support of the American school system have beea made to every state (and also to every terri- tory, we believe.) in the Union, everything of that sort, or national aid of any character, bas always been stadionsly withheld from the District of Columbia. The practical Tesult of this mean Injastice is that the tax- ridden people of this small territory have hot only to provide ail the means for the Support of their own schools, but they are also obligea to furnish additional educa. tional facilities for the children of a large number of government officials who reside here but pay taxes elsewhere, and likewise, to @ considerable extent, for the children of the very Congressmen who thns crippie our schools. If this is not “adding insult to injury,” we should like some one to point out @ case which meets that much quoted illustration of buman depravity. A brief telegraphic dis- patch printed in THE STAR of last evening mentioned the Killing of one Crosby Brady at Avondale. A more extended dispatch States that he was Killed simply because he refused to associate or identify himself with the Molly Maguire gang, and that the charge of stealing was trumped against him by bis murderers. A!! good eltizens will re- Joice in the speedy trial, conviction, and Banging of these brutal wretches. The exis- tence of this nefarious gang of murderers is almost as much Of @ reproach to the great state of Pennsylvania as are the negro Zill- ing organizations to the south. pane eae As we have before said, tne levying of political assessments ls not confined to any particular political organization. [Io Balti- more the democrats have notified city ofm- cials that they will be assessed two per cent. Of their salaries, while in New York the as- sesements are as high as five per cent. Tne Baltimore Sun says there is a good deal of Cissatisfaction expressed among the officials there, who regard the assessment as too hig.
