Evite Star-—Can you orm me what Fight the Collector bas to refuse to refand to me money paid for wagon license. They re- fuse to refund all money paid before the 12th Of Jujy and at the same time refuse to issue py mere Heenses, claiming that money paid before the 12th of July was under the oid law. Ifsueh ts the case why is it they do not collect the license tax according to the old law, and maze ali that did not p fore the 12th of July pay now, as they pre no More ¢xempt from the ist to the 12th of Jo! than those that paid. Do the Commission- €rs intend to make fish of one and flesh of Another by such adecision? Have we that Paid the license got to pay the personal tax On the same property? TAX-PAYER AND SURSCRIBER. THE EXPLANATION. ‘We would state for the toformation of “Tax-Payer and Subseriber” and others who may bave paid for their Mcense and now bave to pay their personal tax that the yearly licenses for carts, wagons, drays, &c., expired on the Seth of June, and, as has been the usual custom, the police notified the own- €rs to renew the same. Tne Collector proceed - ed to issue new licenses and receive payment therefore until the 13th of July, when he was made aware that ia the new [istrict tax bill, approved on the 12th bad adopted @ clause repealing the license tax on carts, wagons, &c., when further col- Jections and issue of licenses was discon- tinued. The question of refunding to those who had already paid for their jicenses arose be- tween the parties interested aud the coliec- tor, by whom it was submitted to the Dis- trict Commissioners, who at onc? recognized its equity, in which view of the case the attorney for the Distriet concurred, but when the claims for drawback reached the Audltor be ceciiped to recognize ail which bad been paid between the Ist and 12ib of July on the grounds that the money hai been legally coliected. and that no provisioa id been made In the law for refunding sach monies. These which had been paid on the 12th and 13th of July, however, he held to have been iliegaily collected, aul only those bave been refunded. The decision of the Anvditor isa strict, and probahty a correct construction of the law, and ther ey for “Taxpayer aud subscribe P by the passage of an amendatory act by Cov gress ‘orizing the refunding of all movies for such licenses subsequent to the Seth of June and previous to the ith of July. Open the Capitol on Sunday to Oar Centen i Visitors. itor Star: In view of the large number of visitors in our city, going to and returaing from the Centennial Exposition, and as many of them remain over here during San- day, it occurred to me this morning that it would be a good ides to open the Capitol on that day, and thereby give them an op- portunity of viewing one of the noblest structures on earth. Perhaps tne larger Portion of those who are now visiting us caily from all sections of our country may never again have achance to repeat thelr visit; hence nothing should be left un- done to afford them every opportunity to see the points of interest in ‘ashington. Tae ®riter has seen many of the strangers, on Sundays, trying to obtain admittance: to the Capitol, but owing to the order requiring It to be closed on that day they, of course, could not be admitted. This matter may have escaped the attention of the Hon. J. R. French, rgeant-at-Arms of the Senate, ps, 18 the only one in the city t in the matter. From what I have seen of his kind efforts in behalf of Strangers and others visiting the Capitol. I feel assured that he will give his attention to this subject. Again, I ask, can not the Capitol be opened on Sundays uatil the Cen- tcunial Exposition 1s closed? ie en TITIVE TRIAL OF FIRE ENGINES f CENTENNIAL.—The general pro gramme for the trial of competing fire en- fit es and apparatus at the Centennial exbi-. bition at Philadelphia, on Monday nex shows that !t will be a very interesting oce. on.
