Editor. | Reading Matter on Every Page | Average sworn Daily Circulation ever 15,000,-being more than three times that of any other | daily paper in Washington, and | equal to that of all the other | daily papers in the city added together. The Star for the Sammer. Persns leaving the city may have THE STAR the rate of LS cents per week, 60 cents per month, 81.75 for threes montas, or BB for siz months. Oue or Two of Our School Trustees. Mr. Hovey, of our school board—and how he got on it is @ mystery to the people of ‘Washington—naturally doeso’t like the press. The press it was that defeated his | Tomb’s lawyer plot last year to remove some ‘Of our best and oldest teachers, under cover ofa secret ballot. Tue press has again been Saying uncoraplimentary things of bis at- tempt to revive the same plot this year Ina Somewhat diferent form, and of his effort to manage his little game ia secret session in bis own committee, without atlowing the teachers to be heard, or giving them any in- timation of their doom. And then when it | Was decided to give the teachers a hearing before execution, Mr. Hovey, of course, Strenuously opposed the admission of the re. porters, and the press again rappei him over the Knuckles, and demanded that the hearing should be public, and again Mr. Hovey waz obliged tosubmit. Tois was the last drop to cause Mr. Hovey's cup of gall to overflow, and be vents his bile through his “next friend” Champlin, by charg'ng in the lat- ter’s bill of indictmeat against Principal Thompson that THe Sraz ts ina conspt- Yacy with that teacher t> “show up” the said Champlin, and ‘coerce the board into ithe re-election of said Thompson, whether they can conscientiously do so or not.” Mr. Hovey boasts tat he suggested the addition of these allegations to Champlin’s bill, as if it was something to be proud of. Now we should have supposed that Coamplin's brain, shaliow as it is, was capable of in- Venting &n idiotic falsehooi of this charac- ter, but !t seems that the fabrication tasked the massive intellects of both the “conspir- ators,” Hovey and Champlin. Prebably Hovey thought that his fellow trustees Would be so much impressei by his petti- fogging trick that they would promptly Vote against Mr. Thompron lest 1t should fe thought they had been cverced by the press into voting for him. But it is to be hoped he underrates the intelligence of Lis colleagues on the board if he expects them to walk blindly into bis clumsy trap. But there is positive richness in the idea teat it Is necessary for the press and the teachers to enter into @ “‘conspiracy” to “show up” Champlin. Why, be is already “shown up” on the records of the very school hoard be now disgraces, as a misciief- , ', Slanderer, and liar. On page 193 of the Annual School Report for 1870-71 will be found the report of a spe- cl Committee appointet to inquire into te matter of differences between Messrs. { amplin and Evans, of the sub-board of t_e 4th district, in which the committee sum 48 follows That having investigate th 1 agathst the membe league, Mr Comptia yo hey are supported by md are wntrne, ated are tacitty acknowled him tw be ground Jers, by instituted the said in * and by r thei truth h and furthermore, hav ap ointment of this committee, he has treated the com- Iuittee with disrespect. in that he did not answer its Summons either in person or ia writing. In view of the facts thus set forth r committee. the adop recommended in, member of the Hl adty bees. That Bub-board fr bis determi: a Colleague from the district, the interess af the hat he should tender Ais resi The report of the committee branding Champlin as a slanderer and falsifier, and Tequesting bis resignation, was adopted by abe school board with but one dissenting vote. But he did not resign. He is not one of the resigning kind. Men of his stamp caanot even be Kicked out of the school board when ‘they once effect a lodgement there. He has “stack” like wax, but the same spirit of mischief-maxking, low malice, and falsehood that characterized his conduct in the case ‘above recited has brought him continuously in collision with his colleagues on the sub- Doard; with the teaciers; with the best citi- ‘zens of the 4th district; with the Inspector of Buildings; and with every body haviag any- iaing to do with school matters in that part of the city. He could hold no communica. ton with his late colleague Mr. Evans, he holds nove now wil: his present colleague Mr. Lioyd. He bokis none with the Princi- pal of the District. He holds none with the Inspector of Balidings Mr. Plowman, who held him to account for gross falsehood, and Jor the improper disposition of schoo! prop- erty. He is a standing encumbrance upon 2he school interests of that district. He is not only @ disgrace to the school bdard in the particulars above named, but by his illiter+ acy. Here isa single specim3n: “« Please meet me at the School Board to- ight shure. CHAMPLIN.” Falsifier, slanderer, mischiemaxer and ignoramus, he seems to be a very proper * next friend” for Hovey, Hart & Cs. Hovey can probably spell a little better than Cvamplin, but otherwise tue compantoaship seems natural. It is quite ia the order of things to see them Lt inting in couples to rake up testimony aga .st Principal Taomp- son,—diving into priv. vauits; bringing their powers of scent to bea: apon urinals; creep- ing around over the ‘oors of the sehool- | room (used also by a debating society) in Maicroscopic search for .. tobacco stain; hant- ing up ai the wbdacec-chewers of tue de- “ating club, (Champlin veing one) todeciare that they never, never, never spit on that floor, that they mage a steady babit of swal- jJowing their saliva on meeting nights, and tbat they are sure the sclool Soys did all the Spitting! This seems to ba pretty low busi- ness for honorable school trustees, bat a lower depth was reached by Hovey—the iow- st provabiy that any being Ia the shape of man éver descended to—when that parsoa invited @ school teacuer to take a drink with him in order to lay ths foundation for @ charge of tippling against that teacher! Ho- ‘vey and Champlin seem to have scoured the restaurants of the city ani questioned every- Dody in tis line of “inves.igatioa” but with very poor results. No one ever saw tue teacher in question uader the inflaeace of iiquor, or Knew of his taktog more thaa the ordinary lager, or a sample of old rye, ia- dulged in at lunch by our most reputable citizens, and which in bis case was pre- Beribed by bis physician. No ofe who ever came within the range of Caamplin’s or Hovey’s breath needs information as to their babits in this respect, ant we doa’t see exactly why even such @ humule serf a3 a deacher should not be allows to partake at Jeaat once a day of beverages they drink hourly. This is about all the “showing up” 6ace ‘We have to give to-day to Messrs. Caamplia and Hovey, and is about all their weight in creation seems to demand. Tney would aot receive this amount of attention now bat for ‘the fact that their position on our school board gives them & power for mischief to the damage of school interests, that makes it imperative for the press to take them ia | ‘We have felt it our duty to denounce in ‘warm terms the @ttempt to remove old and Zalthfal teachers without cause or notice, ‘and in opposition to the expressed wishes of ‘imost the entire commaaity ia which they have labored.
