WASHINGTON: SATUEDAY.. +-Saly 29, 1876. CROSBY 8S. NOYES........Editor. Average sworn Daily Circulatio orer _15,000,-being more than three times that of any other daily paper in Washington, and equal to that of all the ether Ihe Tenure of the Teachers’ Ofice. We have had oceasion heretofore to refer to the progress of oar public schools. To whom is this due? We would not forget those faithfal trustees who have devoted their time and talents to this worm, aud who Will long be held ta grateful remembrance. But their labors would have been in vain ‘Without the co-operation of tne teachers. It is the highest pride of our city schools that, While lacking the ad vantages of many others, Without a high, or, till recently, a normal School, they have raised up a corps of teact €rs, who bave, in turn, repaid them for the @ducation bestowed by carrying forward the 00d work, and yearly adding to the value four educational facilities. They have done this, too, wader great dis. advantages. Our shifting population, many Of whorn hold their residence elsewhere and have not the interest in any of our institu- Hons that would ba man!feste! by those who claim this as their home; our comparative poverty, destitute as we are of great manu- facturing and commercial iaterests, those sources of wealth; the recent date at which common sehools began to be truly appre- Clated here;—tnese and other causes have hindered the progress of our schools. Net our teachers have triumphed over €ven these of-<‘acies, aud our schools are the monument to their ability, fidelity and zeal. All honor to them. Honor? No. Neither honor nor gratitade is due; they have had their pay. Hirelings, they have done their work, taken the pit- tance allowed them, and they have no farther claim on us. None, that is, that one of our present school board ts bound to Fecoguize. Such ts the spirit uow to rale, this the feeling which the dispensers of patronage are to cherish towards their de- pendents. Sympathy with or for the crea- tures of his bounty would be weakness in one of those, who, by some special favor of Providence, have been vouchsafed to us to correct the evils from which our schools have Bo long been suffering. ani who, by a mirazu- Jous intuition and superhuman wisdom, are @ble, without entering a school, to see and Correct errors that have escaped the gaze of Zhelr predecessors who were oblige’ to de- pend on observation and investigatioa for ‘tnejr knowledge. Yet, perhaps we may be pardoned for hum- Diy presuming to take issue with these gen. temen, and we believe that those most in- lerested in our schools will agree with us, although they have been told that they have nothing todo with the subject, and that their Wishes will not) e considered. We venture to believe that the former system was the betver—that a teacher once appointed shoula be retained eo long as qualified and efficient, und that, if he hasnociaim on the school ‘the school has claims oa him so long as he is willing to serve it, and that it is @ crime committed against the children of this city to take from them the teacher who has faith. Tally dore his duty and is still able to per- form it. We believe that @ course that would convert the dally companioas, counsellors, exemplars, aud guides of our children from independent, seli respectizg, honored equais to the condition of hirelings or meadicants, an have but one effect, to overthrow all that is best and noblest in our educational system. This the new plan will accomplish for our schools. The language of one of the reappointed teachers, oue of the best in her Grade, illustrates this. Sue said, a few days ago, “Formerly the trustees wera looked Upon as our frieuds; now we seldom see one, ‘@nd the superintenden’, whea he comes, gen- erally scolds aud threatens. At the close of the year we knew that we would be reap- pointed, unless we bad been notifle! by the trustees to the coafrary; now we look fur the report of the annual meeting with dread, not coving who may have been dropped Without warning or cause.” Ou the trustees the effect is, if possible, Still worse, and they who would make the teachers subservient have become the slaves of their own fears, and aiming to appear grand bave made themselves contemptible. Professing to have the good of the schools at heart, every step they have taken proves their selfish disregard of everything but their OWn interests and prejudices. "_ Bat auother evil threatens. The system of @nnva! sppolutments, as now to be carried Out, makes at the end of each year as many ‘vacancies as there are schools, and gives them as spoils to those who may succeed in securing appointments as trustees. Already One flagrant case of favoritism nas occurred ‘where a trustee has provided for a-friend in direct disregard of law. This is but the first: if the new plan shall be pursued many more Will foliow. Trae, but few changes have been threatened; it would not be prudent to begin with many; but some of those are so Unjust, and so evidently promptei by un- Worthy motives, that they warn us what we are to expect. From all parts of the land the outery agdinst laws requiring annual elections has been long and loud. Some legislatures have heeded it and made longer terms optional, and school boards have taten advantage of this legislation to elect for the maximum periods. But bere a course condemned by the best educators ist» ba adopted. If car- ried fully into execution we shall see our most valuable teachers leaving us, while from year to year, as trustees change, ap- Pointments will be made as party managers dictate or personal friends saggest. And so Our public schools will fall into decay and be Worthless except as they afford salaries for those who can find no otner employment lesewhere. ————_ ~e2-___ General Logan doesn’t have very good luck in his efforts to get the bill for the equalization of bounties before the Senate He tried again yesterday, but the Senate de- clined to consider the bill by a vote of 7 against to 2 in favor. A majority of the Sevators do not seem to regard the bill of as much importance #3 dues the Seaator from Iiitnots. ne Atlast Congress has taken up and aiopted @ measure to completes the Washington Monument. The dill provides that the sam ‘of €200,000 shall be appropriated, but that the expenditure of this amount mast raa through four years; that is to say, only 950,00 shall be expanded yearly. As it is estimated that it will take $400,080 to com- plete the work, at the rate named it will be eight years hence before the 824ft 1s foished. ‘Mr. Sherman in moving concurrence with the House amendments yesterday sa!d: “I ‘think It (the bill) rather slow, but probably we bad better agree to it.” That sterling paper the Rockville (M1.
