Average sworn Daily Circulation over 15,000,-being more than three times that of’ wy other daily paper in Washington, and equal te that of all the ether daily papers in the city added together. _—_—~<re in New York on Tuesday Judge Cartis rendered @ decision in the case of Daniel Butterfield and others against Simon Kiaber ‘and another, which came up 20 & motion to er join the defendants from using their steam Whistle to the annoyance of the plaintiffs. No other use or advantage to the defeadants from it than calling their workmen to the factory was claimed on the argument. Tne judge was of the opinion that this calling of the men could be eifected in other ways, and granted the injunction asked for. Tne de- cision is @ sensible one. While“this is @ free country,” where every man fondly be- lieves that ne is a sovereign acd not @ sub- ject, it ought to be thoroughly understood that no one has a right to exercise any priv- llege to the annoyance or detriment of his neighbors. Every one remembers the case of the yelping cur that disturbed the slum- bers of our minister to Spain, when he re- sided in Washington, and the decision of the court in the case, which was eminently just and proper, providing as it did that the cur should be killed. A few years ago one of our courts ordered the removal of a pair of “mourning doves,” whose coutinual and mournfal cooing became annoying to the Complainants in the case. There are many other “nulsances iojurious to bealth,” such ‘@s the continual vexing of discordant “mu- sical” instruments by ambitious learners, Which almost any court would sbate on ap plication. —_____eee-____ The Cincinnati Enquirer is “indirectly in- formed” that Mr. Tilden is likely to resign his governorship of the state of New York @8 s00n as the public service and his duty to the state will permit. «It is believed,” the says, “that he is delaying his letter Of acceptance till the duties of the office he holds will permit him to relinquish it.” Hereabouts it is believed that he is delaying bis letter of acceptance until the House takes action upon resumption. —____oeo-_——__ Generai Sheridan has not decided to take the field in person against the Sioux, but will intrust the direct charge of operations to Generals Terry and Crook, both of whom are experienced Indian fighters. It is not at all necessary that the Lieutenant General should conduct operations in person, and to send so high an officer on such service would certainly be an unusual procedure. The bone of contention seems, however, to be nothing more dignified than the divi- sion of the offices. The old-liners complain that seven of the eight conservative mem- bers of Congress from Virginia were origin- ally democrats. On the other hand, it is alleged that the old whigs hold nine out of the twelvestate offices; four out of the five justiceships on the supreme court beneh, and one of the U. 8. Senatorships. Then there is & wrangle as to which is the largest element of the conservative party of Vir- ginia, the old whigs or the democrats. It is not probable that the unpleasantness will @mount to more than & side-ripple in the mational contest. ——_—_—-see- The Springfield Republican is not over apt tw praise the administration, but it is moved to say In view of the reported determination Of the President to veto the river and harbor bill swindle, “Good for President Grant !”” ——_——_cee--___ The bill of Senator Gordon, of Georgia, Tecently introduced, providing for a com- petent and non-partisan revenue corps, is & good one as far as it goes. It contains the essential element of civil service reform in that it provides that all revenue officers must be thoroughly qualified; that all pro- motions must be made on competitive exam- inations; and that the persons promoted must already belong to the service. The members of the corps can be removed only for neglect, malfeasance in office, for paying money for political purposes, and for using Official influence for the same. Sach a sya tem might work very satisfactorily, but there is no prospect whatever of the passage ot Gen. Gordon’s bill. It would be an inno- vation which the politicians would never sanction, interfering, as it would, with their official patronage. —_~re-___. How isthis?
