EVENING STAR WASHINGTON: WEDNESDAY.....,...July 19, 1876. CROSBY S. NOYES.....,..Editor. Reading Matter on Every Page The New York Express (democratic) de- nounces in just terms the scandalous river ‘nd harbor bill, to which houses have contributed to make {t one Of the biggest pieces of plunder and jobbery on record. Tae Frpresseaye: “We have no hesitation in say. tng that four-fifths of the items ought to be struck out, and if this cannot be done, that the whole bill ought to be killed. It is time to stop log-rolling legislation.” Arerage sworn Daily Circulation orer 15,000,-being more than three times that of any other daily paper in Washington, and equal to that of all the other daily papers in the city added together. This is @ question that comes home to everybody, and the suggestions to the desired end are various. A corresg -ideat of the New York Post addresses himself to the sub- ject in dead earnest; and asks, first, in @ spirit of fervid wrath if there is not some- where among our tailors such a combination of common sense, taste, and enterprise as | Wil ensure our liberation from the present | thraldom of dress! Look at it, he says. Count the folds that wrap @ man’s vital parts, chest and abdomen. A gauze under- | shirt, @ linen shirt, double ani treble tallor’s trimmings around his waist (or his trousers), a vest (two thickaesses of mate- Tial), suspenders, @ coat (two or thre? thick- nesses of material), @ bat, sweltering and bot. Is there not sense enough t> rid us of | all this burden sud make us comfortable? | We ridicule the women with their pin- backs and thelr pull-backs and their paniers | and their bouffantes. Are we men any more sensibl Let some maa in the tatloring line correct all this, and b's eb'idren, and the suffering sons of humsahity, will rise up and call bim biesse1.” Let us (men) “wear our gauze under jackets and our drawers, and over them simply a flowing tunic and trousers of silx, delaine, or buat- ing—anytbing cool; no isippery or dead- weight: let us put on the Oriental cork hat, either broad brimmed of helmet shaped.” This much as tocomfort in the day time. For rest at night in this sweltering weather, the Post correspondent suggests first a mat- Ung made in Ind‘a or China, thickly woven, but very elastic, for laying on mattresses under the sheets. They are non-conductors, they keep the mattress from hesting, and are deliciously cool to the person. He says be bas bought these in Baltimoreand Wash. ington, but never saw one in New York, ex- cept in the houses of oid Ind‘a merchants. Failing these, nothing is cooler to sleep on than a canvass tickirg, stretched over a bed frame alver the mattresses have been taken off and putaway. A roller, with a ratchet at one end to tanten up, with the other end tacked across, is all that js necessary. Try an old-fashioned canvass bottom cot bed- Stead, with a sheet only to cover it, and test the matter. Thirdly, he recommends @ Chinese night- dress called pojamas, made of raw silk, con- sisting of loose flowing trowsers tied about the waist with a drawing string; ever that a loose sack of the same material, with flow- ing sleeves, buttoned up to the throat. The Sensation in wearing this gar.nent, he avera, is “ perfectly delicious.” As @ contribution to a common cause, in which many millions of parboiled men are interested, we give the readers of Taz Star the benefit of his suggestions. In THE STAR of yesterday the allegations of some Washington malcontent to the New Sun in regard to the health of this city were eifectualiy disproved by facts, and statistics Sdduced to show that the death rats in New York, Balt/more, and other large cities, is always greater than that of Washington. In the same issue of TH# STAR an account of the proceedings of @ special meeting of the board of health of this city waz pub. lUshed, which snowed that the death rate wa; decreasing, and that, while it is still very bigh—about 40 per one thousand—the mor- tality io New York city for the same week ‘was nearly twice as high, being over 70 per one thousand per annum. Toese figures carry their own argument with them. roe -—____ Opinions wiil differ as to the propriety o ex-Secretary Bristow's action in refasing to disclose conversations which took Place durmmg Cabinet sessions relative to the Whisky frauds, notwithstanding he has receiv- edjthe full permission of the President todo so. Whue it is doubtless true, as the ex-Secre- Lary says, that, when before the Congressional committee, he stated that no inference ad- verse toany one should be drawn from his refusal to answer their questions, an im_ pression unfavorable tothe President was created in some quarters, which was not re- moved until he gave Mr. Bristow leave, and even requested him to tellall he knew. Mr. Bristow now arrogates to himself the decis- ton of the matter of propriety in the case, and holds that the obligation of public duty to treat such conversations as confidential ‘nd privileged is not removed or modified by the President's consent that he should make fall answer to the questions. This looks very like over-strained punctiliousness on the part of Mr. Bristow, and by many will be construed as indicating a desire on his part toindireetly reflect upon the President. ee —_____ Notwithstanding the elevated condition of the thermometer both houses of Congress yesterday were regaled by politica! speeches of an exceedingly lively character. Consid- ering the persistency with which the dog Star rages just now Ove would suppose that our solons would eschew politics and floish up the important business before them. ——— ‘The loss of the facilities afforded by the fast mail trains will be brought home to Washington after the 22d inst., when mails from New York and intermediate points, in- atead of reaching here at about one o'clock im the afternoon, will not arrive until the usual time—five or six o'clock p.m. The loss of these facilities will be severely felt mot only by the people along the lines of Toads On Which fast mai! trains arenow run, | but by thousaads of people Living hundreds of miles ou either side of these lines, whose mails are now brought to them by lateral lines much sooner than formerly. It is to be hoped that Congress will remain in ses- siou long enough to hear from the country upon its action in thig business. It might then think better of this matter and restore to the people what they have learned to ap- preciate so highly. ———_~re-—__. That is a very sweet th'ng going the rounds of the papers, telling how the daughter ot ex-Postmaster General Jewell telegraphed her mother, @s soon as she hearJ of his res- ignation, “congratulating ber on Mr. Jew- ell’s release from Cabinet office.” Just as if te silver-haired statesman coul!n’t have laid down the cares of office at any time, it be had been so disposed! It is @ littiesingu- lar, by the way, that the self-sacrificing pa triots who hoid office never realize what a — That was a very maply speech made by Mr. Lamar in denunciation of the Hamborg massacre, and we doubt rot that be was entirely sincere jn its utterance. Now, if Mr. Cox wili take a : ‘jerdly hint he will not, for the sake of saying smart things against republican misrale in South Carolia, put bimeeifin the attitodeo:exem'ng t> defend the Hamburg oui:?~e. ——_o+e-—____ It is quite useless to send us any more Custer poetry. We have published two or three pieces of the best, or rather the least execrable that have reached us, and pro. pose to stop. It was bad enough for poor Custer to go to his death with a dozen leaden bullets in his breast, without burying him under @ ton’s weight of Jeaen postry.
