EVENING STAR: WASHINGTON: TUESDAY ...0..0eeseee0-Saly 15, 189765 CROSBY S. NOYES........Editor. Reading Matter on Every Page | Arerage sworn Daily Circulation over 15,000,-being more than | three times that of any other | daily paper in Washington, and | equal to that of all the other | daily papers in the city added | together. is tne Little joker? It is cnrions to note the disagreement be- | tween the East and the West as to the **views” of Gov. Hendricks oa the money Question, and particularly as to the position assumed by him on this issue at Lis Sara- toga conference with Gov. Tilden. Thus the New York Express, (bari-money,) declares that at this conference ‘inflation | Was not mentioned once, and that no propo- sition was broached looking t cation of Gov. Tilden'’s hard-n A friend of Gov. Hendricks, in speaking of the matter, said that the Indiava Governor | bad never. in any speech or act, advocated the inflation of the currency, and that such Views had deen attributed to him by the en. emy, rather than claimed by himself. There Will be no serious division of sentiment be- tween bis and Goy. Tilden’s letter upon that subject.” On the other hand, the Indianapolis corre- | Spondeut of the Cincinnati Enquirer (soft money) writes that Gov. Hendricks declares &s the result of the lengthy discassion of the | Political situation, at Saratoga, that “there ig no authority for the statement that Gov- Tilden is using his influence to oppose the repealof the resumption clause.” In answer to the question by the correspondent whether he (Gor. tiendricks) had any hope of Con- gress acting on the repeal this session, he “remarked with much earnestness that with any other Congress there would be no doubdt of prompt action, but that the present House is so constituted that the committee are against us. There are two men—twodemo- ¢rats—ove from Illinois and oue from Loui- siana, actualy holding back the entire party on this great issue. There should be some way to reach their cases, but it has not yet been successfully suggested. ‘I understand,’ he continued, ‘that the gentlemaa from Lou- islana has stated that to morrow he will Present his pian to the committee, and I have some bope that it will be in harmony With our expectations. I want them todo something to-morrow or stop trifilmg. I be- Heve the Enquirer has given up hope long "be remarked, ‘on the ground that the democrats there have not the courage to do their duty. I am sorry it should be their fault. It is very uufortunate. Should the present House do nothing, the only way will be to transfer the question to our Congres- sional districts, and have the next Congress constituted with a view to that issue.’ ” The Softs and the Hards cai pay their money and take thelr choice of these conflicting statements. The only thing clearly capable of deduction from them is that Messrs. Tilden and Hendricks Propose to get rid of the troublesome finan- cial issue by remitting the whole question to the peopie in the Congressional districts; just as Horace Greeley proposed to get rid of the teritf question when he ran for the Presi- dency, by sending it to the Congressional districts. The plan didn’t work very well in his case, and it remains to be seen whether it will do auy better service in enabling the unbarmonious soft and hard democracy to Ude over their dissensions until after No- vember. ee Protests against the discontinuance of the fast mail train service are beginning to be uttered all over the country, the opinion seeming to be that Uncie Sam is what the jJaventies would cail an“Indian giver.” The New York Herald very properly says that the country don’t want economy of this Kind. Here, it says, is @ great advance in the mode of transmitting the mails, benefit- ing every class of business, abont to be abolished, not because the money that Would be spent on it would prove an un- Profitable investment to the country, but because @ party wants to go before the peo- ple next November as the champion of economy. That is the whole secret of abol- ishing the fast mail service. Politicians who dare boast of such picayune economy on the stump will come in for much more denun- ciation than commendation. —_—-~e--— Some one signing himseifA Civil Engt- beer,” (probably old man Severson), writes & communication to the New York Sun on the public health of Washington. Thearti- cle is sensationally headed, “Suffering and Death—Alarming increase of mortality in the National Capital—The Ring Sewers’ ef- fects upon Health in Washington,” &c., &c. Theauthor has written himself down an ass. He endeavors to prove tuat the ta- creased mortality in Washington of late is all owing to the system of improvements carried out withia the last six or seven years, Snd to the rule of what he styles the “Ring Commissioners.” “Civil Engineer” has a remedy for this, which 1s to turn out the present Commissioners and the engineer (particularly the engineer) and substitute men (Severson for instance) who know a thing or two in their places. While it must be admitted that the dea‘ rate in Washing- ton has run up toan unusually high figure Of late, the same can be truthfully said of all other large cities. Tnat Washington is one of the most healthful cities in the Union has been repeatedly asserted and asoften proved by reliable statistics, The large mortality St this particular seasou is wholly excep- tonal, the same as it is in most otuer cities, Audcannot be taken as a yearly average. Thesame issue of the Sun which coutains this absurd article prints tue following par- agraph editorially : “The death rate of the city ran up {rij ht- fully last week. ‘The number of desuss | reached 1,295, against Wee k 862 were of children under five years, an Increase Of 321 over the week before. Of the 8€2 deaths 649 were of infants under one @n increase over the previous week of 204.” Here is an increase of 440 deaths ina single Week in New York city, while in Washington carefully prepared reports showed a slight falling off tn the mortglity list, as compared With the week previous. in Baltimore, for Instance, last week the number of deaths was %S,or72 more than the previous week. If statistics of other cities were at hand it could be shown that while the mortality at ‘the capital is larger than usual, it is still smaller in to population than that of almost any other city in the Union. @Anower sus of 1578 shows that the District of Colum. bia bad a colored population of < oe nearly one-third of the Sgzregate populs- tion. The colored people i the most part are very poor, and live under conditions very unfavorable to health, consequently ‘the reports of the Board of Health contin- wally show the mortality among this class to be from twice to three times as large ag that among the white population. Last ‘week it was more than three times as large. They have discovered that Tilden was the father of the Credit Mobilier, and the Cai- €8g0 Tritune quotes page 29? of tne Congress Jounal report to illustrate that point. | merts. B Several important changes in the postage on third-class matter were made by the late Post Office appropriation bill. These changes (which are now in force) are to the followiog effect: Transient newspapers and magi- zines, regular publications dosignet pri- | marily for advertising purposes, or for free | ¢ireulation at nominal rates, and all printed matter of the third class, except unsealed circulars, are now admitted to the mails at | the rate of one cent for every two ounces or fractional part thereof, and one cent foreach two additional ounces or fraciional part thereof; and the sender of any article of the third class of mail matter may write his or her name or address therein, or on the out- | Side, with the word “from” above or pre- | ceding the same; or may write briefly, or may print on any package, the number and names of the articles enclosed. Pablishers of newspapers and periodicals may print on the wrappers of newspapers and magazines sent from the office of publication to regular subscribers the time to which subscription therefor has been paid; and addresses upon postal cards and unsealed circulars may be either written, printed or affixed thereto, at the option of the sender. The postage oa unsealed circulars and all other matter of the third class not designated above remains the same, viz., One cent for each ouncs or fraction thereof. +200 General Crook, fortunately, is safe, and don’t intend to take any chances of a defeat in bis next encounter with thesavages.
