In many of the pud- lic parks and reservations, and particularly im those more recently improved, a great many of the evergreens are already dead, With more dying, while the leaves of many Of the trees planted along the sidewalks in various parts of the city are already turning pa decay aud premature death. the difficulty in most if not all the cases is Wwantof water. The fault is primarily that | Of the public authorities, but the remedy happily in great part with our people themselves in their Individual capacity. So far as the parks are concerned the shrub- | bery planted there has probably been neg- lected by the attendants, who have failed to give the young evergreens sufficient water to moisten and strengthen thelr roots in the beginning. With the trees so well set out | by the parking commission the case is some- What diferent. These would have been able to take care of themselves with such mois ture as pature affords in ordinary course, If they coula only have received their share of it. But this they have not been able to get. ‘With our streets and sidewalks paved with impervious material, but little of the usual rainfall ever reaches their roots, inasmuch as the only chaunel way for it is the small space left unpaved about the trunk of each tree. And these spaces, as we have heretofore urged in THe SraR, are far smaller than they ought to be, or they need tobe. They should be enlarged, and at once, to at least double their present size, with the surfaceof each left @ little lower than the pavement @round them, so as to catch and retain all the water possible. If the authorities allege that they have no funds for this purpose, then the property holders ought to take the matter In their own hands, and each do the necessary work in front of bisor her own Premises. Bat whether this be done or not, it is the duty of all householders to furnish a@ pientiful supply of water at least twice a ‘week to all tue growing trees and shrubbery on apd around the premises. This can be done at Lo cost and little trouble by lower- ing the surface of the present unpaved spaces and keeping them well filled with water for two or tbree évenings each week, either with buckets or the ordinary watering hose. This ‘Will suy plement the natural supply of moist- ure, whicb ts not sufficient to sustain life under existing circumstances, and unless it Or something like it be dove, systematically and continuously, our shade trees, which ought to be our pride and our protection, Will in a little while become a reproach and & disgrace to the city. —-see- The New York World states as asignificant fact that Mr. Herndon, formerly a law part- rer of Abraham Lincoln, has declared for Tilden, but the Newark Advertiser don’t think !t very remarkable, and says that the Workd might have added that Horatio Sey- mour’s brother in-law (Senator Conkling) and Representative Scott Lord’s law partner bave declared for Hayes and Wheeler. Besides this, Senator Conkling’s brother is a Tilden man. Ail these facts are not at all surprising. In this couatry people don’t “go” much on the opinion of their relatives in regard to political matters. A fair sample of the immatare emergency Jegislation with which the country nas been 80 sorely afflicted in late years is afforded by the proposition to reorganize the Con- Bressional printing office, or rather to ap- point the public printer on a new basis, Which was recently adopted by one of the conference committees acting for the two Houses, and which will donbtless be accept- @d by them. Here is an office which requires the whole time and constant attention of a Person of large technical knowledge, ong ‘and varied experience, and the strictest in- tegrity. And not these qualities only. He ‘must also supervise the operations of alarge body of men, and at the same time disburse immense sums of money, in wages and in the purchase of stock and supplies of all k'nds, in the selection of which both sound jadgment and undoubted honesty are called for. And the munificent pay provided for these varied talents and multifarious and responsible duties are, what, think you, gen- ile reader? The princely sum of-thirty-five bundred dollars a year! or a little more than @ swift journeyman printer can earn by ‘Working ten hours a day on extra fat copy. It is possible that the right Kind of a man for the place may be had for this inadequate salary, bat only an exceptional condition of things will make him willing to accept it, Bince he is likely to do @ great deal better either in carrying on business for himself or in private employ. The fast mall trains were started as an ex- pertment by Governor Jewell, wno recetved the cheerfal co-operation of Commodore Vanderblitard Col. Taomas A. Scott. As is truthfully said by tue vice president of | the New York Ceutral and Hudson river railroad company, in his letter to the Post- | master General, the fast service has been running ten months with @ success un- equalled in practical railway operations. Rushing with the spec of the wind across the country, and distributing the mails as they went, these fast trains have fully de- monstrated their desirability as a means for the transmission of mall matter,and ought to be continued for the benefit of the people. Colonel Scott and Commodore Vanderbilt | have always claimed that the compensation for Unis service is altogether inadequate, and now, since Congress bas restored the old, and, as they assert, unremunerative rates, they decline to continue the fast trains after the 22d instant. That this will create much popular cissatisfaction there can be no doubt, and one of the conundrums asked during the Presidential! campaign will be “Who took off the fast mail trains?” The responsibility is very easily fixed. It is qnite likely that the millions of people bene- fited by the service witl demand its restora- ton, and that Congress at its next session (after the Presidential eleetion is over) will make due provision to this end, if it is not socner done. The bnbbub over the requested resignation of Mr. Jewell is without sufficient grounds. It is well known that the President called | him to his late position without the advice or request of the leaders of the republican Farty, and he would seem to have the right to get rid of him in thesame way. As to the political expediency of the step, that is of course another thing; but the President bas a way of surprising the country, as weil | by bis dismissals as by his discoveries. Mr. Jewell was only an exception to the general rule in that he !llustrated both phases of the Presidential peculiarity. That is about all there is of it.
