EVENING STAR WASHINGTON: MONDAY. ++ Jaly 10, 1876. CROSBY 5S. NOYFS........Editor. Reading Matter on Every Page | Arerage sworn Daily Circulation over 15,000,-being more than three times that of any other daily paper in Washington, and equal te that of all the other daily papers in the city added together. — — The claim frequentiy made heretofore by THE Stax that the summer heat of Wash- ington 1s pot as extreme or dangerous as that of most of the other cities of the coun- try, many of them being situated even much farther north, is abundantly justified by the weather record for the past few days. By common consent, Saturday was regarded as about the hottest and most oppressive day we have had in Washington this year, as, indeed, it appears to have been in almost every quarter from which we have heard. Yet here, that is in the éditorlal as well as business departments of Tz STAR office, | the mercury did not rise that day avove 93%, while in Trenton it stood at 110°, in Phila- delpbia and New York at 9°, and as far north as Toronto at 93°, or the same point reached here. It must be remembered, also, that in few large cities are the streets so Wide, the shade trees so namerons, or the circulation of air so free as in Washington, so that the same degree of heat, as registered by the thermometer, means a great deal moore of tanger and persona! discomfort else- where than !t does here. Undoubtedly those of our citizens who are able to go to the ea side aad the mountains during tne heated term gain much ia the way of cooler air, if their locations are well chosen, but those who are compelled to stay a@thome may craw consolation from the tact that they really suffer less from the heat than those similarly situated ia other cities. To be sure, one’s pains are not much if any the less because those of others are greater, but it is a solace nevertheless to know that whatever our sufferings are, they might yet be wors+; aod this comfort Washingtonians certainly bave a8 regards their summer weather. se0e- letter of acceptance will Governor Hayes’ © should come ont strong in be- bailf of sound currency, and elvil service re- form, The Cwsarism ghost has already been pretiy effectually laid, but If thereare any people who still take stock in that phan. tom, Governor Hayes’ declaration that he Js teetotally @ one term man will bring re- lief to them. —_ Justice to thi Memory Of a peerless sol- dier demands that Gen. Custer’s fame shouki not be dimmed bya charge of disobedienca of orders witneut the fuliest evidence. That be was rasb, and that in the case of the Little Big Hor p cieaster his jadgment for once was St fault, mast be admitted, but that he ac- tually disobeyed orders would seem to be disproved by the orders of Gen. Terry, indi- cated In the following extract: “The Brigadier General commanding di- rects that as soon 48 your regiment can be made ready forthe march you proceed up the Rosebua in pursutt of the Iudians whose trail was discovered by Major Reno a few days since. 1t is, of course, impossible to give ary definite instructions in regard to this movement, and, were it not impossible to dose, the dopartuent commander places too much confidence in your zeal, evergy @nd ability to wish to impose apoa you pre- cise orders which might hamper your action when reariy in contact with the enemy. He will, b ver, inlicate to you his own views r action shoul be, and he desires 4 conform to them unless you t reason for departing from Quite possiviy it may yet appear that Gen. Custer acted in direct opposition to the “views” indicated ty Gen. Terry, but while this fact would relieve the latter of the re- sporsibility of the disaster, it would not, under the permission given to Custer to act Upon bis own judgment, lay him open to the charge of positive disohed ience of orders. —__—__§_<e-____ Blanton Duncan ts nothisg if not forcible. Just before Tilden was nominated he said if Tilden was not smashed he (Blanton) might be called a liar. Now ne is out ia a letter to the Philadelphia Press in which he says the repudiation of Tilden is fearfal. “Tue tide for Philadelphia and the formation of another party on principles is resistless. # ‘The doubie-faced platform and ticket of the New York politictans need only exposure to be repudiated by honest men. ‘We are com- ing, Father Abrabam, miliioas strong.” Our motto will be ‘relief,’ and not Tilden re- ——-re __ THE Case or JupGe Humpurers.—The Capital conciudes @ temperate articie upon the charges made against Judge Ha mphreys, by the followirg remarks, which seem to cover the ground very fairly: ie “We understand that Judge Hamphreys is amiable in private life and agreeable io Social circles. We regret that these Virtues are not supplemested by capacity, diguity and courtesy. With the Ian we Lave nothing to do; with the pabiic officer everything that an organ devoted to the interests of this community cao and ought to have. Therefore, in the nameof the people of the District, we urge Congress to inquire whether this gentleman respoads to the average requirements of a United States 5 a whether he is Stted to sit as a mem- of ore of the most important courts In the country, ® court whose jarisdiction is upperaiiele’; whether he is learned in the law, patient in hearing cases, impartial in deciding them; whether he ts dignified and courteous; no respecter of persons; free from Fecullar improper obligations to some law- PES, CF inimical to others from motives tue east creditable lo a judicial officer. if Judge Humphreys comes ont of the fiery furnace poritied we will rejoice in his vindi- cation, if uot, we will rejoice in the vindica- Ucw of the bench of this coustry and this See But every sentiment of self- respect, all the pride that Americans should take ip thetr judiciary, the alleged wrongs Which the members of the bar have recet ved ‘St bis hands, and the serious charges which have been brought against bim, render bis investigation proper and inevitable.” — -.e2- — Mr. Bergh’s interesting turtle case In New York bas been decided against him. The sist of the charge against one Blackford was that he kept tur‘les on their backs with their flippers perforated and tied. The tes- timony was to the effect that there was co- Sgulated blood in the apertures where the Ups were pierced; that where the flesh was pressed blood fowed, aod that the eyes of the turtles, too, looked glazed and dull, giv- ing an expression cf agony. Prof. Agassiz once expressed ‘the opinion tuat the Practice alluded to was cruel. Some of the papers recommend the nom- ination of William M.
