EVENING STAR: WASHINGTON: FRIDAY. wrmat @ al! oases accompemy the order. Other- wise the paper cannot be sent. ——_-~~ee--__ Mr. Hendee in Reply to Mr. Back- mer. It is generally conceded that the speech of ion. George W. Hendee, of Vermont, in the House on Saturday, tn reply to the partisan attack upon the District government by Judge Buckner, of Missour!, was exceedingly able and effective. The speech ir a masterly | exposition of the law, the figures, and the evidence in regard to the administration of | District affairs by the Commissioners, and | no candid person can read it without coming | to the conciusion of the majority of the | | | | | House District Committee, that “the offi- ers of the District are tncorrupt, faithfal men, aud bave done their work well, and for the best interests of the District. Mr. Hendee concludes his speech by the follow- ing apt remarks: “There iwst be @ campaiza document aris- ing out of this District investigation, and the gentleman bas produced it; but it will | dono harm. It is not sustained by the proof nor by a majority of his committee. It must | fatlof its purpose. I have said his 5; his Unwise and unfortunate. It is decidedly so in this, that it hae the tendency to injure | the credit of the District. The District is not in its present condition by the fault of the gentleman from Missour!t nor by my Tault, and it is ovr duty as members of Con- gress, ani espec \¥ a3 members of the commitice, todo ali ia our power to estab- lish the credit of this District. The debt is about $22,400,000. Now, if the United States [nips ut will pay its share. as it should Owning more than one half of the entire | Srea of the territory here, the burden upon the District is not such as to impair its credit inthesiightest. * * # « I now co v District affairs to be in the best cond) they can be, and firmly be- lieve that the national capital has a promis- = future and that its credit is and always Will be of that order which shall com- mand the respect of the financial world. Tne investigation was fora purpose. The blow Was aimet at the Commissioners. It has failed of its mark and Ihave no hesitation in saying that_tnese gentlemen as Commis- sioners o! the District have not only through the ordeal of a rigid investigation unscathed but have demonstrated the fact that the onerous and responsible duties com- Tattted to them have been honestly and Jadicious!y performed, and with scrupulous regard for the best interests of the District and country, and such is the opinion of a majority of your committee. Tne resolu- lions are not Presented as an arraignment | of the Commissioners. as the gentlement from Missouri says, by a majority of the CYmmitiee. They hai uo such tntention | whatever and believe there is nocaus2 for | &ction against them.” | Our reporter having been in regular at- | Tencance upon the meetings of the House | committee during its investigation of the | affairs of the District, it gives us pleasure to | bear testimony to the faithfal attendance of Gov. Hendee at the meetings, and to the Prominent part he took in ail matters that | came before the committee, the results of whieh are fully shown in bis excellent | Speech, which, in ali of its statements, is Confined to the testimony before the com- mittee. aud hence its value as an accurate €xpose of the affairs of the District. Mr.Gleason, the contractor for cleaning ‘the streets, publishes a card tals moraiog ia reply to @ paragraph lo lastevening s STAR, an which be ssys: “The former contractor, Mr. L. P. Wright, ‘was not oniy permitted but actually ordered 1o sweep the principal streets twice @ week &nd ail other improved streets once a week, while on the contrary, as my dally schedule received from the éngineer of the District Shows, permits me only tosweep the four or five prine!pal streets twice a wee! Femaiving streets once @ monty.” This clearly relieves Mr. Gleason as to the frequency or rather tne infrequency with ‘Which the streets areswept; but it does not Batisfactorily explain the indifferent man- ner in which the work is dose when it is done, nor the want of promptness in remov- ing the sweepings, which frequently re- Bults in having the dirt scattered over the Btreets again by the wind, or swept into the Sewers by our frequent summer showers. For instance, there were slight surface indi- cations this morning that lith street had been swept last night, yet up to two o'clock this afternoon not @ man or cart had ap- peared anywhere on the line of the street to remove the sweepings, and the probability is that by the time they get to work the ‘Wind or the rain will have left them nothing todo. Itis upon this point that Mr. Glea- Son's administration is particularly weak. id the = —— The action of Congress in regard to the completion of the Washington monument gives general satiafaction. The New York Tribune says: Senator Sherman jadged rightly when he Baid yesterday he had no dount that the pas- Sage of the joint resolutious providing for ine compieiion of the Washington monu- ment would be received with pleasure by | the whole country. The assumption of the Work by Congress at this time is fit and e Tee Out doubt be Cordially nd enthusiastically | indorsed by the people. — Antonio Lopez de Santa Anna, whose | bame 45 & political and military leader has been identified with Mexican history for the Jast fifty years, is dead. He was born in 1738, and was therefore about 74 years of age. His career was a cneekered one. In 1322 he joined in the revolutionary movement of dturbide against Spain, and on the success | ‘of the revolutiva he turaed against Iter- bide, who had proclaimed himself Emperor of Mexico, and gained the supreme power as President of the Republic of Mexico in 1835. He held tuat position for several years against all the numerous attempts to dis- Jodge him. In the Texan war of independ- euce Santa Anna was taken prisoner by Gen. Sam Houston at San Jacinto, where the contest ended. In 153° he losta leg in the repuise of the French troops at Vera Cruz. He was again President of Mexico from 1541 to 1845, aad was then banished, but recalied to defend his country against the U. 8S. troops. He made a gallant and yiant, but unavailing defence, and re- his position, but again regained his ld ascendency in Mexican affairs, and Tuled from 1852 to 1855, ween he was exiled and took up his residence for some years on athe island of St. Thox 1s. In 1366 he changed hig residence to Staten Island, New York, nd there planned @n expdition azainst Juarez. He sailed to Mexico to carry out bia design, but was captured aad condemned to death, but Juarez pardoned him on coa- dition of his leaving Mexico, never to re- turn. He has since resided ma!niy in St. ‘Thomas, Cuba, and Venezuela, and instead Of planning revolutions has conteniai him- self with the minor excitements of cock- Sghiivg aud Uhree-card monte. —_—__-2+e-______ The liberal papers are getting into posi- Hon, and generally they are faliing into line jm supportof Hayes and Wheeler.
