It is generally conceded that the speech of ion. George W. Hendee, of Vermont, in the House on Saturday, tn reply to the partisan attack upon the District government by Judge Buckner, of Missour!, was exceedingly able and effective. The speech ir a masterly | exposition of the law, the figures, and the evidence in regard to the administration of | District affairs by the Commissioners, and | no candid person can read it without coming | to the conciusion of the majority of the | | | | | House District Committee, that “the offi- ers of the District are tncorrupt, faithfal men, aud bave done their work well, and for the best interests of the District. Mr. Hendee concludes his speech by the follow- ing apt remarks: “There iwst be @ campaiza document aris- ing out of this District investigation, and the gentleman bas produced it; but it will | dono harm. It is not sustained by the proof nor by a majority of his committee. It must | fatlof its purpose. I have said his 5; his Unwise and unfortunate. It is decidedly so in this, that it hae the tendency to injure | the credit of the District. The District is not in its present condition by the fault of the gentleman from Missour!t nor by my Tault, and it is ovr duty as members of Con- gress, ani espec \¥ a3 members of the commitice, todo ali ia our power to estab- lish the credit of this District. The debt is about $22,400,000. For instance, there were slight surface indi- cations this morning that lith street had been swept last night, yet up to two o'clock this afternoon not @ man or cart had ap- peared anywhere on the line of the street to remove the sweepings, and the probability is that by the time they get to work the ‘Wind or the rain will have left them nothing todo. He was born in 1738, and was therefore about 74 years of age. His career was a cneekered one. In 1322 he joined in the revolutionary movement of dturbide against Spain, and on the success | ‘of the revolutiva he turaed against Iter- bide, who had proclaimed himself Emperor of Mexico, and gained the supreme power as President of the Republic of Mexico in 1835. He held tuat position for several years against all the numerous attempts to dis- Jodge him. In the Texan war of independ- euce Santa Anna was taken prisoner by Gen. Sam Houston at San Jacinto, where the contest ended. In 153° he losta leg in the repuise of the French troops at Vera Cruz. He was again President of Mexico from 1541 to 1845, aad was then banished, but recalied to defend his country against the U. 8S. troops. He made a gallant and yiant, but unavailing defence, and re- his position, but again regained his ld ascendency in Mexican affairs, and Tuled from 1852 to 1855, ween he was exiled and took up his residence for some years on athe island of St. Thox 1s. In 1366 he changed hig residence to Staten Island, New York, nd there planned @n expdition azainst Juarez. He sailed to Mexico to carry out bia design, but was captured aad condemned to death, but Juarez pardoned him on coa- dition of his leaving Mexico, never to re- turn.
