Mirick, tone Mr. Lioyd submitted @ minority report ‘om the committee on teachers, recom- nding the reappointment of Mr. J. E. Tompson as principal of the sth district, for the following reasons:—Ist. His long and efietent services in the public schools of the city, embracing a period of more than twen- ty-seven years. 21. The parents and citizens of that school district, with few exceptions, strongly desire and recommend his reap- pointment. 3d. There are no substantial complaints of his school administration in the district; uo charges emanating from pa- rents or pupils, and in the absence of sach charges, sustained by ample proof, we de- cline to concur in his removal from these schools. While we readily admit the legal right of the board to omit the appointment of any teacher proved inefficient, long estab- lished usage, beginning from the very foun- dation of our school system, has established the principle that teachers should not be changed except for manifest neglect of ener principie must necessarily make our teacherships public offices, places of political patronage, the end must corrupt and demoral- ize our whole public school system. Mr. Lioyd, in connection with his t, presented @ petition of tue teachers the sourth district, (with the exception of oneor two who are not in the city,) asking Mr. Thompson's reteution, testifying to his uni- form courtesy, long experience, and the wis- dom and ability which have made the schools a success. He also presented a pa- r endorsing Mr. Thompson, signed by a arge number of ex-Trustees of the Pablic Sct ools, and @ petition of over one hundred leading citizens of the fourth district warm- ly urging Mr. Thompson’s re-appointment. The Convocation of Washington met at Rock Creek Church on Wednesday; Kev. Meyer Lewin, D. D., dean, presiding. Rt. Rey. Wm. An eloquent ser- mon was preached by Bishop Pinkney on the necessity of female education. A business meeting followed, and a collation set by the ladies of the parish was discussed. On Thursday, after morning services, Rev. The frame church was built in 1719, The address was a work of much labor and research, and will be a very valuable paper in the archives of the convocation.
