District Taxation. ‘The tax payers of this District certainly get rough treatment at the hands of Con- gress. That body assumes sole control over the District, and in the exercise of that con- | trol, and through officers of its own appoint- | ment, incurs an enormous tadebteiness for | District improvements. Thea it turns | around and repudiates the assumption of any portion of this indebtedness, and de- | Tan clares that the government shall pay no tax | on the sixty-six millions of real and personal | property, horses, wagous, Inds, houses, bulidings {t owns ia t District. It de- Clares that the District, owning the mini- mum share of the property here, shall pay all the taxes for improving, cleaning and lighting the city, and making it a healthfal and agreeable place of residence for the national law-makers and the national Executive. And when th tax-payers | patiently undertake to shoulder the enor- mous load of taxation thrast upon them by Congress, and ask only the poor privilege of | being allowed to suggest the mode of raising | their taxes that shall be the jeast expensive | in collection and the least onerous to the | business interests of the District, they are | met by 2 contemptuous denial. The care- fully prepared bill presented to the House District Committee by the citizens’ commit- tee, and which bill was, after m: re cou- sideration by te District Committee, re- ported to the House by Judge Buckner, w: passed by without reading, and a bill that was handed to Mr. Neal, which he had never even read, and which was absolutely never fead in the House, was passed off-hand, though it was perfect mass of crudities and incompatibilities, simpiy because it was supposed to embody a more offensive feature Of personal tax than the committee's thoughtfully digested bill. In the Senate thesame thing occurred. The Sevate District Committee on considering the Neai House bill found it so crude, inop- erative, onervas and unjast that they substi- tuted the H. © District Committee bil! for it, but oo reporting it to the Senate the members of that body in the same unjust spirit of crowding, not only the burden but the mode of taxation upon the people of the District, insisted upon the rejec- tion of the bill because It did not con- tain @ ramrod personal tax of a sort our | people believe to be most damaging to the busines interests of the District. The Senators appeared to have so little real knowledge of the matter that it seems to have been taken for granted that the citi- zen’s bill reported by the committee at. tempted to screen personal property entirely from taxation; whereas, as pointed out by ‘Mr. Ingalls, there are twenty two instances | onal property is directly taxed; | property is made to bear its | share of the public bundens, but the tax is put in such a shape as aot to drive business Or capital oat of the city. There are several Points to be presented in this connection, bet we must defer them until to-morrow. The bonnty buncombe bill has finally been reported favorably to the Senate, and is now on the calender. It is not at all likely that at this particular time, when so much legislation of a highly tmportant character remains to be enacted, that the Senate will deem it worth while to take up and act Upon the bill in question. It is doubtfal, indeed, whether the bill has friends enough in the Senate to secure I's passage. —_—_ceo—_____ The news from St. Louis to day looks Til- denish. But ifhe is nominated a good many of the democratic warriors will have toeat their words if theysupport him. Boss Kelly and the Tammany crowd who have insisted that be would be beat by 50.900 majority in the state of New York, wiil have toeat a pungent leek if they fall into line under his “lead. Tbe Cincinnati Enquirer, the Memphis Avalanche, the Kansas City Times, the Evans- Ville Courier, and other western and south- Western democratic papers that have de- clared they would not support Tilden, will have to lease themselves out to new mana- gers forthe campaign, and allow the pres- €nt editors and proprietors leave of absence to visit Europe until after November. Mr. Tilden haso’t been nominated yet, however, and we suspect he will lack something of the requisite two-third vote, when the test comes. The time Is rapidly approacuing when the sharp detonation of the fire crackers will be heard in the street. A Fourth of July never passes without a long list of accidents re- sulting from the careless use of explosives. Many of these acctdenis might be avoided by the exercise of ordinary prudence, and it therefore behoves parents to especially cau- tion their youvgsters in this regard, and, While not restraining them in what they seem toenjoy so keenly, to supervise their Pyrotechnics as far as possible. ————+e-_____ They drew knives and pistols at St. Louis yesterday but didn’t use them.
