Reading Matter on Every Page In the Senate, yesterday, Mr. Ciayton in- troduced & bill providing that civil appoint- ments in the Executive departments shall be equally distributed among the several states and territories and the District of Columbia. The bill should be entitled “A bill to forther debase the civil service.” A bill providing for the appointment ofa speci- fiei number of colored men, and a certain number of white men, or of a certain num- ber of foreigners of each nationality, would be just assensible. All such bills have for their object the obtaining of increased po- litical patronage, and should be discounten- anced.
