These propositions seem not to bave been acceptable either to the Turkish government or the insurgents, and now anew complication appears in the deposition of the Sultan. There seems to be no reason to hop: that the new Sultan will be able todeal more effectually with the revolting provinces than Abdul-Aziz has, and it appears probable that the only solution of the case will be through tne armed intervention of the near- est European powers, ending in the dismem- berment of the Turkish empire. The new Suitan, Mohammed Murad, is the eld-si Son of Abdul MedJid, the predecessor of Ab- dul-Aziz, and was born September 22, 1540. He ts, therefore, about 35 years of age. The government of Turkey is a pure des- potism; though nominally absolute, the power of the Sultan is much limited by the Shiekb-ul-isiam, the chief of the Ulemas, who has the power of objecting to any of the Sultan’s decrees, and frequently possesses more authority over the people than his sov- ereign. The Ulemas are a class of theologi- eal jurists in Turkey, who derive their de- cisions from the Koran and its commenta- ries. The Ulema enjoys many privileges, pays no taxes, cannot b2 condemned to death or deprived of his property by any court of law. The settlement of the matter of juris- diction establishes a highly important pre- eedent—the first of the kind in American bistory—viz., that a public officer is amen- able to trial by impeachment for acts done @s Such officer notwithstanding he resigns after such acts were committed. The ques- tion whether Gen. Belknap resigned to ‘escape impeachment does not seem to have received the special consideration of the ‘Senate which lays down the broad principle that @ public officer is liable to impeach- ment even though he be no longer an officer of the government. While justice to the defendact in the case demands that he should have a fair trial, the interests of the country require that the trial should be carried on without apy unnecessary delay in order that the important legislative business now before Congress may be transacied before the end of the present fiscal year. —__-o-e —___ While the ceremonies of Decoration Day are appropriate and beautifal, they cpuld be made a means of reuniting more closely in the bonds of brotherhood the people of the north and south, were they particpated in simultaneously and in comMon by both sec- tons. The number of paying visitors at Philadelphia during the first fourteen days fooi up 255,555, or a little more than @ quar- tero< s willion, giving a dally average of 18,468. During the first fourteen days at the Londor ¢xbibition of 1851, the pald admis- sions numbered 235,961, an average of 20,129 daily. At Paris, in 1867, they were but 125,414, or §,908 daily.
