It is quite time that our tax-payers should wake up to the necessity of making some active opposition to the taovyement in progress to get through the Serate the “Claims Commission Bill,” which has already been smuggled baetily ard almost surreptitiously through the House. This bill is in all its pointsa {aud upon the people of this District, and is | | intended to cover an increase of several | tafllions in the District debt. It creates a commission of three, one appointed by the President of the Senate, and the other two ty the Speaker of the House (these are un- | <erstood to be Columbus Alexander and | Brooke Mackall, jr.,), who are to have | power to pass upon ali claims against the | old corporations and the District. not to be @ court, and proceed in the regular way to try the causes, with opportunity to the District to defend itself and to have the verdict of a jury; but they are to be a Star Chamber Commission, sitting in secret, de- ciding on ex-parte affidavits at home, in the street or elsewhere, and the District is to be exeluded from all standing in the commis- sion and practically from the opportunity of being heard. It is tobe a Board of Audit, With the respectability left out: an irrespon- sible political body with the power to say what the District shall, and what it shall Bot pay, to reward friends and punish ene- Ines. ¥ sLould this unfortunate District be subjectec to such experiments? Why can’t it be allowed the benefit of courts of law as other persons, individual and corporate? ‘What have we done that Congress should band us over, bound hand and foot, to trre- Sponsi!)!« political boards? The District has not askei this new creation. It was sick of the board of audit and does not want its cousin-se:man. Besides, it has confidence in the iutcgrity of the Commissioners, the auditor a: d the attorneys for the District. The cia:ms commission is wholly unneces- sary. A’| (ue honest claims against the Dis- trict have either been audited, or can be in two or ‘| ree weeks, by the officers whose business it is to audit, and who are responsi- bie on tLeir bonds for the faithfal perform- ance of their duties. None but fraudulent or doubtfu! claims are to be brought before this new commission. Let us examine them class by class 1. The claims against the olt Corporations of Washing‘on, Georgetown and the Levy Court.— These aniedate June 1, 1%71, are mostly out- Jawed, have been before two auditing com- missions of the late assembly, the board of a@udit and the regular auditor, have been rejected by all of them, and are now to be allowed oy & special commission for the Purpose 2 The « John Pope Hodnett Claims. That mag- nificent r former does not pretend that any of the claimants were not paid by the con- tractors, the Board of Public Works and the District the wages fixed by contract; nor does he deny that most of them were in the employ of private contractors. But he has found &n old resolution of one of the old cor- Porations allowing fifty cents a day more ‘wages for men and for carts. Un the strength Of this he claims that the District shall oe compelled to pay the extra fifty cents in €ach case; and he has trumped upa heavy bill in the aggregate, by making out a bill for this extra in the name of every laborer who ever lifted a spade or pick or drove a cart for either a private contractor, or the B. P. W.,or the District, These claims would be laughed out of any court in Christendom. 3. Claims for damages consequent upon grading streets. These amount to millions, and can be increased ad libitum. They make the milk ip this cocoanut. If political partisans can get this patronage into their hands they can make @ large campaign fund. But these claims should be left to the courts. It is per. fectly understood that the Commissioners rd their attorneys consider them illegal. if the claimants think differently let them €0 into court with them. They are | js the Senate on Sat- urday directing the Secretary of the Treasu- Ty to pay toG. B. Tyler and E. H. Luckett $164 wrongfully collected by an internal revenue agent, will be, when it passes the House, the first measure passed by Congress over the veto of President Grant. Nospe- | elal significance should be attached to the matter, however, since the veto message Was based on the report of the Secretary of the | Treasury and the Commissioner of Internal Revenue that there was no evidence to show that the sam named had been wrongfully collected from the claimants. The Commit- tee on Claims took a different view, holding that the President's action was based on @ misapprehension of facts, and the Senate in- dorsed the report by a unanimous vote. Mr. McCreery, of Kentucky, fathered the bill, and seems to have convinced the Senate that the measure was @ righteous one and ought to pars notwithatanding | the e veto.
