In reading it and observing that #t is subscribed to in most cases by usually | sound and sane men, we are remiaded of the common assertion that in Washington a | MAD Would sigu @ petition to have himseif | banged. | Thus, when we find, as applied to our pres- | nt government, sucti expressions as the fol- jowing: “Have brought financial ruin and | Gisgrace upon our District, impoverished | many Of the citizens, rendered property un- | Productive and depreciated its valae, made the cities of the District unattractive to strangers as a place of residence, repelled capital that would otherwise have sought investment in the District, and, in @ word, (?) brought practical bankruptey on the District to the dishonor of the general government,” &¢., We see in them only a desire for sup- posed fine writing, and a well worked up Pieture, done with a sublime disdain for common place facts. In this connection we Basten to add that it is said many of the gentlemen who signed the memorial, on dis- covering that this application of the above quoted expressions is made, have in writing Gisclaimed the intention to so apply them. But, it is proper to inquire whether any such stateof things, as therein depicted, ac- tually exi.ts in this District, be the same at- tributabie to whom or to what causes it may’ Are we in point of fact suffering more than is cue to the general depression exist- ing, not aly in all parte of our country, but Ss well all over the world? Are we not, in reality, as evidenced in the growth of Wash- ington, rather better off than our neighbors? On inquiry, we learn from the Inspector of Bulldings, that since July 15, 1574, permits for building have been issued as follows: From July 15, 1874, to November 10, 1874, 369 permit+; value unknown. From November 10, 1874, to November 17, 1575, 1,209 permits; Value $3,055,500, embracing 1,741 buildings aud improvements. From November 17, 1575, to Mey 16. 1876, 576 permits; value, $1,392 509. ‘This exhibit, itis believed, fully and favor- ably answers the above queries, presenting @ picture very different for the thoughtfal man from the lugubrious one drawn in the memoria}, while the period embraced in it is that of the ex'stence of our present form Ofgoverruent. Until November, 1574, care ful records of permits were not kept, and bence the value of the buildings erected un- der the 369 permits, first mentioved, is not Known; brt, for the following year we see ‘that $5,655,500 were expended in the District tn erecting and improving buildings. About 1,300 new buildings were constructed, which means @ block of houses that if placed side by side would extend to between five and six miles! Although the spring is bardly more than opened, 5:6 building permits have already been issued the present year, representing #0 expenditure of nearly two million dol- lars, @8 reported by the parties obtaining the permits. The average of value is above ‘that of last year, showing a rather better class of improvement. Tue active building season of the year covers the coming six months, and if the promise of the above ex- hibit for so much of the year as is passed is maintained, the growth of Washington in the year 1876 will exceed that of any year of its existence, and will excel proportionately that of any city on the Atlantic seaboard. ‘We ask, in all sober earnestness, if this dis- play of figures looks as if financial ruin had been brought upon the District, its citizens impoverished, the property rendered unpro- @uetive, the cities made unatiractive as places of residence, or that capital has been repelled or practical bankruptcy brought on tue District? Such an amount of building means &n increment of certain thousands of ‘nbabitante; it means, also, confidence in the future of our capital city, satisfaction ‘with the general state of its affairs, and is a tangible and solid proof of the attractive ebaracter of our cities as places of residence for strangers, the more so since, not being cities of large commercial or manufacturing enterprise, people mostly come here because they are attracted by the ad vantages offered ‘88 places of residence. The commit- tee should go further and restore the frank- ing privilege to heads of bureaus and depart- ments. The present system of official stamps is not only useless, butexpensive, and should be abolished. The use of ordinary stamps by the departments would also be unnecessary, and is simply @ devise to swell the revenues Of the Post Office department at th expense Of the other executive departments. For in- stance, if the Treasury department uses stamps to the value of $300,000 yearly, the revenues of the Post Office department are increased by that amount, while the Treasu- ry is minus exactly the same sum. It is dif- fleult to see whereby the government is the gainer by sueh @ transaction. It is actually the loser to the extent ef the cost of manu- facturing the stamps used by theyiiferent de- partments. It is therefore plain to see that tue restoration of the franking privilege to heads of bureaus and its would Promote the best interests of the government.
