The indisposition of the railway companies to carry passengers to and fro at reasonable rates bas had the effect to make many intending visitors change their mind, and thousands who would other- Wise bave gone are now determined to stay @t home for the summer, or for the re- | 8 g i Py E i g extortion. This of itself was a serious blow to the enterprise at tne start; but there is | danger that its success will be still farther | imperiled by the action of the Philadelphiaas | themselves, or perhaps we should rather say by that portion of the population which hopes to make a fortune by the fleecings of a single | season. As an illustration, we may mention the experience of two prominent clergymen of this city, who attended the opening cere- monies. They were charged $3.50 each for lodgings alone, and the accommodations were of the most indifferent sort, consisting merely of a cheap and uncomfortable cot, placed in a room occupied in common by a number of other so-called guests. What lit- tle food they were able to obtain while there cost in the same or even greater proportion; in fact, the victims have not yet mustered courage enough to tell exactly how much they bad to pay to keep from starving until they got out of the city. Knowledge of ex- perience of this kind on the part of others, and apprehension of having to share in it themselves, will keep thousands of peopie away from the city of brotherly love during Centennial y pectcal tical) ee Rowell’s Newspaper Directory for the year 1876, just out gives the figures below as the average circulation of the following named Washington papers: Tak Evemina Star, 15,079; Chronicle, 4,834; Republican, 4,000; Crific, 1,200, Journal, (German) 1,000; Cupital,8,000; Swuiay Herald, 5 30; Forney’s Sunday Chroni . cle, 4,600, Gazette, 4,000, Sentinel, 2,000; George- town Cowricr, (since suspended ) 600. ‘While the figures given above in connec- tion with this paper doubtless represented correctly enough its circulation at the time they were obtained by the publishers of the Directory, it is manifest, from the sworn statements on the subject which we have published from time to time lately, that they are very considerably below the num- ber of copies of THE STR regularly printed and circulated for several months past. In our case the figures are given positively; in that of most of the other papers named tue cireulation is “estimated,” but upon what basis is not stated. It is possible that in one or two instances, as well as in that of THE STAR, the figures given are too low, but it may be doubted if there is any just ground of complaint on that scoreon the part of most of our contemporaries. What facilities the compiler of the statistics may have for getting reliable data on circulation in all the cases included in the bulky volume, wedo not know, but, while in some cases the figures may be too low and in others too high, it is generaily conceded that they are in the main correct. It is evident, also, that where there a@re aby material deviations from the exact facts the error in @ majority of instances is ia giving them too high rather than too low. ——____-see- The House did well yesterday in declining to adopt the recommendation of the Appro- priations Committee catting off the letter carrier system in all cities of less than 40,000 inhabitants; but its action in refusing to in- sert the necessary Smount to support the system as it exists at present is inconsistent and inexplicable. This can hardly be done todefeat the bill since the vote on striking out the clause in question was a decided o2e, being 125 in favor to 29 against. It is there- fore reasonable to believe that the House will reconsider its action in refusing to ap- Propriate the necessary sum to support the Present system, of which it has declared it- self in favor. At present under the law all cities of 20,000 inhabitants and upward en- joy thé advantages of the free delivery sys- tem, and to abolish it in all towns of less than 40,000 would be a hardship to which thousands of people living in the smaller cities would not quietlysubmit. It would be a dangerous experiment for either party to go before the country in the Presidential canvass and boast of its economy in depriv- ing the people of a privilege they have learned to prize so highiy. It will be observed that Mr. Backner's bill for paving Pennsylvania Avenue, as printed im Thursday’s STAR, provides that the ‘Wasbington and Georgetowa Rallroai Com- pany “shall not be require! to use any other material than cobble stone or Belyian rock in pav- ing their tracks, OR THE SPACE BSTWEEN THEIR TRACKS.” This exemptioh is not only an outrage wpon the tax payers of Washington, who have to pay their proportionate ‘cost of the new pavement, but an insult to the people of the whole country, who are interested in baving the principal thoroughfare of their national capital, and doubtless the finest street in the world, decently as well as durably paved. It virtually releases a Wealthy corporation holding free a franchise estimated to be worth @ million doliars from all cost of putting and keeping in proper order the street through which it runs. While there might be some show of reason in using cobble stones or Belgian block with- in the ralls, to furnish a foothold for the horses, there can be no excuse given for not baving the unsightly ridge between the tracks made to conform, both in elevation and material used, to the remainder of the street. To leave it in its present condition, which the bill as reported practically does, ‘would be disgraceful in the highest degree, and we hope some member of Congress may be found with patriotism and public spirit enongh to have the proviso we have quoted truck out or at least materially modified. —_____-+e2-___—_ “he action of the New York Union League Ci.» in black-balling Secretary Bristow look Like @ gratuitous insult, and is gener- ally )-garced as avery shabby trick. The New York Times thinks that a man who is good er.cugh to be Secretary of the Treasury 1s good e: ough for membership of any club im New York or elsewhere, and that the spitefal bus y-bodies who made the balloting ofa club meetivg the occasion for giving ex- Pression to the contemptible animosities en- gendered by the rivalries of a Presidential canvass, showed that they at least were con- spicuously unfit for the society of gontle- men. Mr. Jacksou S. Schultz expresses the opinion that the black-balling was not the result of any political pposition to Mr Bristow, but was cause! by personal feel- ing, and it is reported in New York that two members of theclub who were engaged in the sugar business felt aggrieved by some decision of the Secretary of the Treasury in ~egard to revenue cases in which they were interested, and that they had worked to se- eure enough black balls for his rejection. At any rate, great indignation was ex- pressed in the club when the result of the allot wag made known, and everybody pro- tested that he had not cast one of the ad- ‘verse votes. It is believed the club will hold @ meeting to reconsider its action.
