Reading Matter on Every Page Arerage Daily Ciradation over 15,000,—being more than three times that of any other daily paper in Washington. Oar Natioual Exhibition. ‘The great Centennial exhibition in Phila- delpbia will be formally opened to the pub- Lie with appropriate ceremonies to-morrow, end the indications are that an immense ¢-ncourse Will be present. The Centennial sujLorities have been indefatigable in pre- paring for the occasion, and there is every reason to believe that the arrangements made for opening and continuing the exbibi- tion will be as near perfect as possible. The exhibition, which is of course regarded as @ prolonged celebration of the one-hundredth anniversary of the life of the republic, was first suggested in 1369. The suggestion met with general favor, and during that year several delegations from the states went to | Philade}phia to confer with the Centenntal | committee which had already been appoint- ed by the city councils. The movement took form when Congress in March, 1571, passeda law providing for an international exhidi tion, the appointment of a Centennial | commission, &c. The international fea- ture of the exhibition was opposed by many members of Congress, and by mone more earnestly than Senator Sum- ner, who urged that the exhibition should be distinctively American, since its main ob- | ject was the celebration of a great national | anniversary in which the monarchical gov- ernments of Europe had no sympathy and sbould bave no part. The last speech of his public life, delivered in the Uaited States Senate, was an earnest protest against this feature of the bill. in 1572 Congress created by law a Centennial board of finance, with authority to raise subscriptions to the amount of $10,000,000, in shares of not more ‘than #10 each, for the purpose of erecting suitable buildings. Pennsylvania, through ber legislature, contributed $1,000,000, and the city of Philadelphia $500,000. Since then liberal contributions from many of the Borthern and western states have been made in aid of the project, and the present Con- gress appropriated 1,500,000 for the same purpoee. It is pot @ matter for congratulation that while the exhibits of foreign nations are comparatively complete and quite in readi- Tess for inspection, the representation of the United States is behind hand. Foreiga na- alons took time by the forelock in the mat- ter, but many American exhibitors delayed wntil the last moment before placing their goods in the buildings. It 1s to be regretted that the exhibition of the interesting mate- rialof the different executive departments of the government must necessarily be re- ®trieted because of the failure of Congress to yrant the appropriation asked for in ald of this representation. As it is, however, this festure of the exhibition wil! doubtless bean interesting one to visitors. ‘The closing of the Exhibition grounds and *ulldings on Sundays is meeting with a gen- eral protest. The Philadelphia Times be. lieves that the action of the authorities will be reconsidered, and urges not only that the grounds and buildings be thrown open on Sundays, but that the admission be freeon such days. This, it thinks, involves no ab- Togation of the Christian Sabbath, while it Would deal generous justice to the poorer classes, who can spare neither a secular day from labor, nor the necessary expense of ad- mission for themselves and famiiies. The Press suggests that the grounds be opened free of charge on Sundays, and also the Art Gallery and Horticultural Hall. It now remains to be seen whether the People of the Centennial city will falf! their promises in regard to moderate charges for the accommodation of visitors,or whether they will allow the latter to be made the victims of the landlords and landladies. The latter classes have an excellent opportunity to make plenty of money during the great show by charging moderately for their ac- commodations, and it is to be hoped they wil! eee the impropriety of practising an extortion Which will not only reflect on the good name of their city but keep away visitors, and in the erd operate to their disadvantage pecu- niarily. The various advantages of Washington as &@ bright, pleasant, healthful piace of resi- dence have been noted by visitors, and now Col. Forney calls attention in the Philadel. phia Press to the fact that our city is much better lighted than Philadelphia. Hesays it @n not be denied that with few exceptions the streets of Philadelphia after night-fall @re dim and consequently dull, and he pro. teds to urge & reform, pointing out the va- rious advantages of having the streets and stores weil lighted, botn for the sake o: cheer- fulness and the protection of property. ‘The horrible confessions of the bratal mur- ' derer, Piper, in regard to the Elling of little ‘Mabel Young and a girl named Landregan, ‘and of the terrible beating of another female ‘who is now In the insane asyium, probably from its effects, is regarded, says & Boston dispateh, as an attempt on his part to pro- duce the impression that he is insane. The brute says he don’t Know why he slangh- tered his victims except that at times an un- controllable thirst for human blood took possession of him. This seems to have been the troubie with the un-hung boy fiend, Pom- eroy, who tortured and killed his victims to gratify a similar demonical passion. Had similarerimes been committed a thousand miles west of Massachusetts the perpetra- tors would long since bave been summarily dealt with without the formality of @ public trial. The partofthe matter is tmat people can be found to sign petitions for the exercise of clemency !n such cases. Both Piper and Pomeroy should mount the scaf- fold and expiate their crimes with their lives @t the same time. The fact that they are ex- ceptional criminals, and the motive for slaughtering their victims was the same, suggests the propriety of a double execution. ———-2ee- ‘The young king of Spain in readmitting to their former rank in the army twelve hun- dred officers whodeserted it to serve under Don Carlos, has shown a magnanimity quite unexpected from that quarter of the globe. Perbaps as a matter of policy this action ‘Will do more to strengthen the government Snd prevent @ recurrence of international Strife than the wholesale puaishment and ostracism of the offenders. —-+e —___ ‘There is a possibility that after March 4, ‘18tT, the democrats may have a majority in the Senate. On that date the terms of twenty-six Senators expire, and of this num- ber seventeen are republicans, and nine are Gemocrats. If the latter can replace the re- tiring democratic Senators with others of the same party, and can gain six or seven Sena- tors out of the seventeen whien must be elected to sucesed the retiring republicans, they will have @ comfortable majority in the TISTR.
