Nichols. proo- ably represents the views of & large number of candid people who were naturally im. pressed unfavorably to tat oficial’ by the opening testimony. Bat the utter unreti- | ability of many of these witnesses—{uaa- tics, monomoniacs, and charged em ployes—has been now so fully established, as Ilustrated by the ease of the w gins, that a considerable change of feeling bas taken place. Dr Nichols came here with @ national reputation for sk in the treatment of the Insane, and thore who have known him best have always believed th he was specially fitted for his position by evenness of temper and a cilm, tranquil bearing. calculated to soothe and impress the disordere! minds under his treatment. It has, therefore, been dificait for them to believe that any charges of cruelty or wrong- doing could be brought home to him. It is to be hoped, both In behalf of Dr. Nichols and of the important tustitution with which be bas been identified from its foundation, that these charges will be fully disproved. Mr. Blaine seems to make pretty thorongh work with the latest accusation set afloat concerning him, but he needn't think that he has close! up the calumny mill. This is | the President-making year, and the doctrine that everything is fair in polities will be fully maintained in the way of tripping up rival aspirants for the White House. It isa pretty gom! sign that Bristow and Blaineare | rather formidably ahead In the race that the main attacks are made upon them. The folly of going to law on frivolous pre- texts is well Illustrated by a case lately tried in the Baltimore court of common pleas. Two Baltimore females recently indulged tn expensive litigation growing out of the use of a slang phrase. Some time ago a Mrs. | Wileex and her sister, wuile promenading, | passed a Mrs. Douglass wearing a hat some- | what extensively decoratei, when one of the former females, possible a trifie envious, ex- claimed derisively, “Ob, shoot that hat, Douglass!” This naturally aroused the ire | of Douglass, and she caused the arrest of th: two women for insulting her, and ound over to keep the peace. But the mat- ter did not rest there. Mrs. Wilcox, who had given the gratuitous advice in regard to shooting Mr. Douglass’ head covering, then | had Mrs. D. arresteion the cuarge of per- jury, of which, however, she was acquitted. It was now Mrs. Douglass’ turn, aud she brought suit against Mrs. Wileox for false and malicious prosecution, laying her dam ages ata high figure. The case was decided on Friday last, the jury bringing in a ver- dict of #456 tn favor of the plaintii!. His prospect of receiving a nomtnatioa, bowever, is several degrees removed from certainty. ——_—_—_—_-<ce--____. ‘The New York papers refer to the recent appointment by Governor Tilden of Mrs. Josephine Shaw Lowell to be a commis sioner of state charities, in commendatory terms, and say that this ts the first public Office ever conferred upon a woman in New York. The fact that thestate senate at once confirmed the nomination shows that they | concurred with the Governor in believing the nominee entirely worthy of the honor ‘Thus it would seem that the example set by the adjoinipg state of Massachusetts in electing female school officers has not been lost in New York, and henceforth it is to be Presumed women in the last named state Will occasionally be called upon to fil! post- Mons for which they may be as well qualified asmen. In the case of Mrs. Lowell it issaid she possesses every qualification necessary to the faithful discharge of her duties, having lopg been a practical worker in many benevolent organtz: ———_see-____ The question of jurisdiction, as applicabie in the Belknap impeachment case, which comes up in the Senate on Thursday of this ‘Week, is an interesting and an important one. Doubtless much can be said on both sides of the case, but there are not a few! eminent constitutional lawyers who enter- | tain grave doubts as to the authority of the Senate to impeach any public officer who | resigns before articles of impeaciment are adopted by the House. Mr. Hoar, one of the managers on the part of the House, just be- fore the articles were adopted by the House, | expressed the same doubt, readiag from | Kent's commentaries in support of his post- } | ‘y Were | lion. Should the Senate affirm its jurisdic- tion @ precedent will be established which may hereafter prove troublesome.
