It appears from the report of the controller there was Collected as follows: w Geo County Total per cent. of the tax collected, whilst the cost of talaries, printing, and other incidental expenses attending thereon, nearly absorbed | the amount collected. | There was received for licenses during the same fiscal year the sum of $11f,0it.11, to Which add the =; 409.98 collected from per- sonal taxes. It will thus be seen that the whole received from this source amounted tothe sum of £153,455.39. For the next fiscal Year, ending June 30, 1573, there was a de- crease in receipts for licenses of $1 and it is evident to every citizen of the Di trict that business of all classes was decided- ly more prosperous than at the present time. When the last personal tax was levied there was no forcible effort to collect the tax other than to render the bili, and then only the timid taxpayer came forward topay, and itis very evident that if the bill which has passed the House should become a law, althotgh @ person may return his bonds, Stocks, and mortgages, and cash in hand there is no power to compel him to come for- ward and pay, and any effort to force the payment would lead to never ending litiga- ton. It seems difficult to make some of the Rep- resentatives in Congress understand our sys- tem; they maintaining that we pay no per- tonal tax. The difference is that our ee tax is in the nature of a license, to which bas been added in the bill introduce4 by Mr. uckner, housebold farniture and other arti- eles pot heretofore embraced, and which, wnder its provisions, were it to become the law, would most certainly realize over half @ million of dollars, whilst the Neal bill is defective in many particulars, and would prove wholly inoperative. It meets generai condemnation from the business mén of the District. Already is its injurious influences being felt in the way of making capitalists and people of moderate means, living on the interest of their money, timid about invest- ing here. — +e —___.
