Many of those present had come from long dis- tances, and there was a spirit of inquiry in each audience. A PROTEST TO THE DISTRICT CoMMIS- SIONERS. ‘The following communication was received at the office of the District Commissioners yesterday: APRIL 3d. Hon. Commissioners of the District of Oi iat: Gentiemen: We have noticed with surprise the communication of Col. Timothy Luvey commissioner of the Washington asylum, recommending that the alms-house property in Georgetown, the occupancy of whicn you generously granted one year ago tothe In- dustrial Home Schcol, be set apart as a re- | formatory institution for prostitutes. We admit the revessity of snch an institution, but respectfully protest against having an industrial institution of far greater tmport- ance to the community et large supplanted by an establishment for the support and re- form of confirmed prostitutes, the number of which would be reduced to an unnoticeable minimum were industrial schools, such as the ove we represent, plentiful throughout the country aud properly encouraged by these ip authority. It ie & well established fact, that prostitu- tion is mainly the result of an inability on the part of girls to leayn suitable trades to make them self supporting and Independent. The lowest forms of prostitution (the only class which can possibly be effectively reached by correctional and _reformatory in- stitutions as suggested by Col. Lubey), can far more effectively be preverted by indus- trial houses for the children of the poor, the friendless and the outcast, such as the one we have maintained. Onur Institution is not an experiment. It has been in operation over eight years, do- ing its work quietly and perseveringly, and Struggling against difficulties known only io those engaged in the work. luring that time 475 children had been received and pro- | Yided for, and we can refer to numerous many respects, and the attention of the Dis- | young men and women who are earning an honest living that received their first educa- tion and belp from our industrial school. Such is the institution, the only one of its kind In the District now in operation at the Georgetown almshouse, which It is proposed todivert from its present purpose, the pre- ventive of idleness and crime, to that of an institu.ion for its panishment and reform. We ask your honorable body to examine the subject well before you act In the premise Removing or palliating the effects of prosti- tution will not remove the cause. Attack the primary cause of crime, and you wiil not be called upon to spend large sums in tem- porarily removing its effects. See to it, that every girl inthe District of Colrmbia is afforded an opportunity to at- tend sckool, and be trained to industry, no matier how friendless, how inpoverished her natural guardian, or how mveb of outcast her parents. Secure the enactmentof laws | that shall effectively eradicate all forms of vagrancy @mong the young; see to it that laws are placed upon your statutes that make attendance ac school obligatory, and Will compel parents negligent of’ the future of their children, to submit to baving them made useful citizens by the state of its industrial schools, where raiment and food, useful instruction, ca@etol attendance in ‘sickness, aad the beneficent influences of a home are accorded to every inmate. You have a reform school for boys who bave been guilty of misde- meanors and crimes, where tuey are trained to usefulness and industry. Toeuter there impties some violation of laws. To leave there carries with it the stigma of some mis- deed; but what have you to offer to the large number of children of ontcasts, the children of the sick and destitute, to the friendiess waif; nothing but what the exceedingly limited means and eflorts of the Industrial Home Schooi has offered; neither the orphan asylums, or reform school, or almshouse méet these cases. The child of the drunkard and of the prosti- tute Isto be pitied even more than the or- phan. The honest child of sick and destiiute parents, unable to furnish it with proper 5 to learn @ trade, should certainly be equally well provided for by the state as the child tbat enters the portals of a reformatory insti- tute on account of crime. We therefore appeal to your humanity, to your sense of justice. and to your discern- ment of the truly useful, whether it would be chavitable, right or wise, to turn out the children now under our care, in order to make room for another establishment, while crime alone shall entitle to admission. We not only make this appeal, not to caren the Industria] Home School of the District of Columbia, but we earnestly pray your honorable body to supplement our efforis b; &n appropriation of s1x thousaad towa: increasing the effectiveness of the institu- tion, and by securing the enactment of ap- propriate laws which shall extend in useful- ness. Should they all be Milled, the centennial year would prove the largest and probably the most profitable ever Known. Unfortunately, however, the filling of these annual contracts —— h~ together upon the demand for coal. They are binding only on one side. The operators, in- dividnal and corporate, are under obligation to furnish the coal, but the consumers who contract with them are not bound to take any specified amount of coal, and take only so much as their business may require. Quite a number of collieries in each and all of the coal regions have been putin opera- tion during the past week, and it is already manifest that the supply of coal will almost atonce exceed the demand, tough whole- sale prices for al] the month of April will be continued tnd hel ome announced. The next morning the Gazleys met Burleson in a crowd, high words ensued, young Gazley fired on Burleson, who then drew his pistol and shot Gazley dead. The father coming to the assistance of his son was also shot dead by Burleson, the shot killing him instantly. The whole thing occurred and the two Gaz- leys were killed inside of thirty seconds. Burleson gave himself up, public sentiment in that community justifying the killing as an act of self-defence.—{ (ourier-Journal. THE Most CRUEL OF STEPMOTHERS.—A sentence of six months’ imprisonment has been aoe at Birmingham, on a woman named Hawkins, for cruelty to her step son* aged 11. Since her marriage to the boy's father, eighteen months ago, she had habitu- ally beaten and starved the boy. He had often been a crusts off dust heaps, and cating fo to peelings and cal leaves. On Thursday he was sent to school With little breakfast, had no dinner, and on returning home at 6 o'clock he hel, bim- self tosome bread in his stepmother’s ab- sence. jaeening this aGerwars, soe stripped bim and struck bim about thirty times on the back until it was @ mass of bruises.— (Liverpoot Courier. Dana’s Doc Story.—Seven thousand dollars’worth of silks were saved bya terrier cog, in @ store on Eighth avenue, in this city, a few nights since. Some burglars had cut a hole through the rear wall and entered the store, when the faithful little sentinel, who had been chained to @ stool outside the counter near the silks, gave a loud bark. This woke a clerk who was sleeping on the floor above, and, coming down, he discovered what was going on, and gave the alarm. A carriage was found in the street near by con- taining a kit of burglar’s tools. Fortunately the depravity of the times has not extended to wateb $8: and they still remain faith- ful.—(™. ¥. THE Shakers of Niskayuna, near Albany, have a most benevelent way of doing busi- ness. An ice com iy applied to them for permission te cut ice from a lake which is on the Shaker property, and offered to pay a good price for the privilege. The Shakers granted the permission, but refused to take any money for it, thefr'principles forbidding the selling of air, water, or ice. W711 is a notéworthy fact that gas stocks are always readily taken as investments, be- cause they pay largely.—(N. ¥. //erald. #7-The love of gold does not always gov- ern, fora St. Josepb, Mo., girl recently re- fused @ wealthy suitor because he ate beans witha knife. ea The following advertisement, taken from a late London journal, illustrates the change that is gradually taking place in social ideas: “Three lady helps inted, as cook, housemaid, and nurse; private family; bo servants kept.” SECOND GRAND SALE or HAMBURGS, EMBROIDERIES, AND TRIMMINGS, TO LAST UNTIL APRIL.
