EVENING STAR. WASHINGTON: FRIDAY... CIRCULATION OF THE Sworn Statement The attention of atvertisers is called to the above figures. They show that, taking into account the extent and quality of cir- | culation, which alone are the measure of value in gaining publicity for business au- nouncements, it does not cost half as much to advertise in THe STAR as it does in any other paper In Washington, however low it may assert ite terms to be. Crane was removed fron the comimis- Sionership of this ward, Mr. Crowley was made aid wferim commissioner wali! Morris Murphy was appointed and confirmed. Green had been with Crane, was retained by Crowley. and remained under Murphy. He virtually managed the entire business dar- ing Crowley's administration, and when Murphy assumed the duties of commission- er, it is said he fatled to tarn over ous of the order-books prepared for the issuing of the orders above referred to. These orders were bought up »y" varios parties, among whom was Col. W: Was at that time bailiff ‘aller who of the Criminal Court. Col. Waller, upon comparing some.| of the orders in his possession with Mr. Mar- | phy, discovered that they did not correspond with the stubs in bis order book; and Mar- phy at once pronounced them forgeries. Some of them were drawn in benalf of “A. M. Green,” and, if we are not mistaken, some were drawn in favor of other parties. The frand was very transparent, for the name of the commissioner was spelled ““Mau- rice,” whereas be always sigas himself “Morris” Murphy. Murphy was, of course, very indignant, and discharged Green at once. He weat to Bowen, who was then may told bim the whole story, and announced his intention of | prosecuting Green for forsery. Some of the bolders of the forged orders were also dis posed to proceed against Green crimivally, | itissaid. If the above statement is true, and it is said that sufficient proof can be adduced to substantiate the materia! points, it will be seen that one of the parties elected by a so- ealled repubiican convention was guilty of a crime which would have consigned him to the penitentiary if he had been prosecuted therefor, and that the other knowingly aided im screening him from the consequences of his guilt and in husbing the matter up. If Mr. Bowen knew of Green’s alleged criminality at the time the offence was com- mitted, itis not likely that his memory is SO brief that he has forgotten it at this time. and the fact that he is willing to be associ- ated with him as a delegate, so-called, and is said to have assisted in his election, brings to mind the old adage, ‘birds of a feather,” &c. It appeared in the testimony yesterday that @ mail contractor received from his part. ners within four years the sum of $200,000, | which he claimed to have spent in bribing public officials and paying lawyers’ fees. If this be true, it shows that a deplorable state of affairs existed in the Post Office Depart- ment a few years since. It further shows that if a company of mail contractors can afford to pay $50,000 per year, and still grow Tich on the profits of their contracts, the gov- ernment has been paying double or treblefor ¢, services in its behalf. Since the accession of the present Postmaster General, and his Second Assistant, who has special charge of ‘contracts, an earnest effort to reform these abuses has been and with success in almost every case. y of the old con- tractors’ rings have been overthrown, and the service given to new ones frequently at ane half the old rates.
