These forced loans must be getting monotonous to ihe citizens of Mexico. a ‘When the bill appropriating #1.500,000 for the Centennial Exhibition passed Congress many of the friends of this national enter- prise expressed great dissatisfaction with that feature of the bill which provided that the Government should be repaid before any profits were paid to the stockholders. The knowing ones, however, expressed the opin- jon tbat the proviso amounted to nothing anyway, and ridiculed the idea that the Gov- €rpment would ever be reimbursed to the extent of adollar. The Philadelphia Leiger things the natural interpretation of the law is that the stockholders may receive a return of the principal invested before the Govern- ment is paid anything, since the law says the Government shall be repaid before any profits are paid stockholders.
