They show that, taking inte account the extent and quality of cir- } culation, which alone are the measure of value in gaining publicity for business an- nouncements, it does not cost half as much | to advertise in THe STAR as it does in any | other paper in Washington, however low it may assert its terms to be. What the advertiser wants is to reach the eyes of the whole Public, not to advertise for the fun of atvertising. The Baltimore papers express satisfaction that the Marylaod House of Delegates yes- terday, after a protracted debate, struck out the provision in the Senate assessment biil taxing mortgages in that state. Other ob- jectionabie features are however pointed out, ¢ them @ tax upon bonds owned by ‘ideots, which tax bas been declared y the Supreme Court of the United States to be an improper and ancoastitational ex- €rcise of the taxing power. The Maryland legislature has set out with the idea of tax ing everything witbin its reach, bat the Bal- Umore papers point out with force that taxes of this kind only serve to kill the goose that jays the golden eggs by driving capital away from the state.
