The Maryland legislature has the question of the taxation of mortgages before it while considering the assessment bill, and the in- telligent expression of opinion seems ;to be largely in favor of exempting mortzages from taxation. The Baltimore Sun takes very decided ground in opposition to the proposed tax, and a correspondent of that paper ex- presses the fear that “by taxing mortgages all present mortgagees wil! enforce the pay- ment of their mouey, and thus bring distress upon the « and that such people Who have money to loan will seek other places for it, and therefore our fnancial strin- gency will still be more cramped.” This ques- tion of the policy of taxing mortgages was | very fully discussed at the late interview be- tween the delegation of District tax-payers and the House District Committe: policy of such @tax in the way ret driving away capital seeking investment, and capi- talists seeking a residence, was urged very effectively, and on the other hand numerous instances were shown where communities in Various states of the Union had prosp2red in @ marked degree through exemption from a Mortgage tax. It requires but a slight investigation to show that there has not been this corresponding reduction. Reats, meats, dry goods, and groceries of all kinds, With but few exceptions, are as high as they Were three or four years ago. The American is, therefore, of the opinion that the eftect of @ reduction of fifteen per cent. in the salaries of government officers will drive all the married men out of the departments. It will do more. It will have a tendency to increase crime, dy-multiplying embezziements and defalcations in the diferent departments of the government. Human nature is human nature; and employes who have, by the ex- ercise of the strictest economy, been enabled to indulge in few of the comforts and none of the luxuries of iife, will hardly be able to &dapt themselves to a still shorter allowance Without @ severe struggle between their evil and their better natures. It is susceptible of demonstration that nearly all cases of em- bezzlement and defaication on the part of minor employes can be traced to inadequate compensation. — The Wari will case settled in Detroit last ‘week was one of unusual interest and im- portance. Mr. Ward's estate is estimated at between $5,000,000 and $6,000,000, and by the provisions of a codicil attached to his wil! bis five children by his first wife were to re- ceive $200 per month, the greater portion of bis wealth being left to the widow and two children of his second marriage. The heirs of the first marriage contested the will on the ground that the will had been procured through undue influence, and the trial was rendered the more interesting by the allega- tion and the proof introduced that the de- ceased had been controlled by so-called spir- itual dictation. A long trial resulted in the disagreement of the jury, but in the second, ‘which ended the other day, a compromise ‘was announced by which the widow and her two infant children are to received property valued at $1,500,000, and the other heirs are to have che remainder of the property, which is valued at $2,000,000 after the discharge of the indebtedness thereon. This settlement is generally regarded as an equitable one. _—~-re-—____. The ietter of Mr. Richard H. Dana jr. to Secretary Boutwell cannot but be looked upon as @ sad breach of propriety. It was perhaps human that Mr. Dana should have felt indignant because the Senate commit- tee having bis case in charge gave an ex parte bearing to two of his personal enemies, and, without inviting him to appear, agreed to report his nomination adversely in case it Was not withdrawn by the President. It is nevertheless true that the committee read- ily acceded to his request for a hearing, and doubtless had he appeared before them, as he originally intended to do, his representa- tions in rebuttal would have received care- ful consideration. Mr. Dana now writes a letter to a Massachusetts Senator who is not ven a member of the Committee on Foreign Relations, reflecting upon that committee, by which course he has destroyed every chance of his confirmation. His letter is a reflection not only upon the members of the committee in question, but upon every Sen- ator, and !t would be unreasonable to sup- pose that it will not be resented accordingly.
